CONFERENCE ROOM MEMBERS PRESENT: Emelie Eaton Chuck Dickerson Doug Poehls Tom Nelson OTHERS PRESENT: Shirley Ewan Mark Mace Bethany Co-Chairman Tom Nelson called the regular meeting of the Budget/Finance Committee to order at 5:30 p.m. There was no public in attendance. The next regular Budget/Finance meeting will be Tuesday,November 15, 2016 at 5:30 p.m. The minutes of the October 18, 2016 meeting were reviewed. Chuck made a motion to approve the minutes, Doug seconded the motion. Motion passed unanimously. Doug made a motion to approve the claims in the amount of$1,323,682.57 for Council consent. Bethany stated that 3 large claims were paid out of that total amount. They were Great West Engineering in the amount of$95,419.15 for engineering(intake, SED Basins, etc.), Wilson Brothers in the amount of $974,137.71 for construction work on the intake, and Johnson Controls in the amount of$32,065.00 for debt services. Chuck seconded the motion, all in favor,motion passed. No purchase requisitions were presented to the Committee. The Comp/OT report for PPE 10/23/16 was reviewed by the Committee. There were no questions. The Payroll Register for PPE 10/23/16 totaling$178,729.41 was reviewed by the Committee. Tom made a motion to recommend Council approval of the payroll register, seconded by Chuck. Motion passed. Clerk/Treasurer Comments: Shirley and Bethany gave an update on the DNRC loan. Funds are expected to be dispersed on November 18th, for the intake project in amount of$1.7 million. Bethany gave an update on the $2,468,338.35 owed to the City of Laurel by FEMA, for the intake project. Tim Thennis requested proof of payment for the Harkins property,the Wilson Brothers contract and the bid tabulations on the 1of November. All three documents were sent to Tim, via email, on the 1St of November. Mayor's Comments: The Mayor stated that he did submit a public comment regarding the proposed settlement on the flooding issues. The Mayor felt that the citizen's losses were not properly addressed. The losses at Riverside Park were not satisfactorily taken into account, including the boat launch and historical building losses. Other: Update from Tom Tom stated that he has a meeting with Kathleen, from the Outlook,to discuss the flooding issue. Councilman Poehls stated that he spoke with Vince Ricci and Vince is also frustrated 1 Budget/Finance Committee October 4,2016 with the Governors lack of response to the FEMA payments. The Governor keeps stating that the legislature should have passed the infrastructure bill but these payments are due to the disaster not additional infrastructure. Kelly McCarthy is going to be visiting the Attorney General and feels that a written opinion from our city attorney may be a good option for the city. Mr. McCarthy has offered to take the written opinion with him and deliver it to the Attorney General for the city. After discussion by the committee it was decided to wait on the opinion letter until we finish discussions with Tim Thennis and see if we get any of the FEMA money in the next two weeks.
