LAUREL-YELLOWSTONE CITY COUNTY PLANNING BOARD

THERE WAS NOT A QUORUM PRESENT FOR THIS MEETING
MEMBERS PRESENT: Kathy Siegrist, President
Dan Koch,City Rep.
Hazel Klein,City Rep.
OTHERS PRESENT: Noel Eaton,City Planner
Bruce McGee, Laurel City Councilman
Because there was no quorum present no official business could be conducted.
Roll call was taken with Koch,Siegrist and Klein present.
Subdivision Regulations Update:
The City of Laurel Subdivision Regulations are currently being worked on by Monica Plecker from CTA
Architects along with City Planner Noel Eaton. There is still some updating that needs to be done to
include current state statutes and some formatting. An extension has been applied for until February 1,
2017 which will give Monica and Noel more time to work on the regulations and also give the city
council more time to discuss it.
The draft of the subdivision regulations will be discussed at the November meeting and then a public
hearing will be held in December.
Regal Community Park update:
The City Council after discussion denied the application for Regal Community Park by a vote of 2—5.
The main reason for the denial was because there were 3 components of the Regal Community Park in
one resolution. The City Attorney also told the Council that the variance that was requested on the
application was not discussed at the Planning Board meeting. He requested a staff report be written up
by Noel about the variance. Noel took the information back to staff and because the 5 criteria of the
variance were not met she recommended denial of the variance. Noel stated she expects the applicant
to apply again in a year.
Miscellaneous:
There will be a variance request regarding a fence height brought before the board at the November 3,
2016 meeting.

Public Input on non-agenda topic:
City Councilman Bruce McGee spoke. He wanted the board to know that planning board decisions carry
a great deal of weight with the City Council. He reads the minutes as do the other council members.
There was a mixed recommendation handed to the City Council on the Regal Community Park
application. Because of that it was challenging for the Council to overcome the board's
recommendation and go on to approve it.
Councilman McGee went on to say what the city council puts a lot of faith in the Planning Board, He also
stated that if the Planning Board looked back in the record they would see that the council nearly always
takes the recommendation of the Planning Board. He appreciates the experience that Noel brings to the
City and wishes that the city council had more time to understand and process applications.
Councilman McGee also discussed variances and how they are handled. He feels rules and regulations
should be adhered to and worries that variances will just get rubber stamped by both the planning
board and city council.
He told the board he plans to attend more planning board meetings in the future to gain a better
knowledge of the applications that come through the Planning Board to the city council.
The meeting ended at 10:31 am.
