MT 59044 ti,', MAY 3 1 2007 Congmtulations~ ~ ~T~t r,~ ~ I i~ [ :.,, On behalf of the Montana Depa~ment of Commerce, I am pleased to inform you that your ,Treasure ~ate Endowment Program ~SEP) ~nstm~ion grant of $750,000 has been awarded to you ~ntingent upon all requirements listed below being met. House Bill 512 authorizing the appropriation of money for TSEP projects was passed by the 60th legislature and signed by Governor Bdan Schweitzer on May 3, 2007. As you may know, HB 512 is unique in that it authorizes all 56 of the submitted projects recommended for funding to receive TSEP grants. However, in order to be guaranteed funding for your TSEP grant you must complete specific start-up requirements before June 30, 2009. The most cdtical start-up requirement is that you obtain a complete funding package for your project. After June 30, 2009, you will only receive a grant if there are still monies available from the interest earnings. However, we are anticipating that all ortho interest earnings will be obligated by that date. Therefore, it is essential to get those start-up conditions completed before June 30, 2009. The Department of Commerce's TSEP staff has scheduled three workshops to explain the vadous requirements that need to be met before you start your project. An attachment provides more information about the workshops and the TSEP staff person assigned to your project. TSEP Project Administration Workshops In order to help you move your projects along, and to ensure that you receive your TSEP grant, the Montana Department of Commerce (MDOC) has scheduled three project administration workshops around the State. At these workshops, the TSEP staff will provide detailed information about the various requirements that you will be expected to comply with in order to receive your TSEP funds. Also attached is a tentative agenda for the workshops showing the various topics that will be discussed. It is important that the person(s) who will be administering your TSEP grant and managing your project attends one of these three workshops. Even if you will be relying upon a consultant to administer your TSEP grant/manage your project, the local government must also have a local official, or someone that works directly for the local government, attend the workshop. Three workshops have been scheduled to allow more scheduling flexibility for people needing to attend. Each workshop will begin at 1:00 p.m. on the first day in order to allow most participants to travel the same day, thereby reducing the stay to one night. The workshop will end around noon on the second day. The workshops will be held in Great Falls, Missoula, and Billings. The number of participants that can be seated is limited to approximately fifty people at each workshop. Therefore, you need to reserve your seat in advance in order to guarantee that there is space for everyone. As a result, if you can only attend on one of these dates, we recommend that you RSVP quickly. Please contact Lisa Huff, the TSEPProgram Assistant, 841-2790, or by email at LHuff~rnt. gov, to reserve your seat at a workshop. · The first workshop is scheduled for Thursday and Fdday, June 7 and 8, in Great Falls at the Hampton Inn, located at 2301 14th Street S.W. It is located close to the first exit (Exit 0) off of 10th Ave So. after leaving Interstate 15 at Exit 278. · The second workshop is scheduled for Wednesday and Thursday, June 13 and 14, in Missoula atthe Doubletree Hotel Missoula/Edgewater, located at 100 Madison. It is located just off Interstate 90, exit at Van Buren Street (Exit 105), turn right on Van Buren, and follow the signs. [] The final workshop is scheduled for Wednesday and Thursday, June 20 and 21, in Billings at the Hampton Inn, located at 5110 Southgate Drive. It is located just off Interstate 90, Exit 447. Take the exit to South Billings Blvd, turn left onto King Ave E, and at the light, drive one block and turn left onto Southgate Drive. Your project has been assigned to a TSEP staff member. Attached is a list of the projects and the program specialist that is assigned to each project. The TSEP staff may be contacting you prior to the workshop to gather information needed for writing a contract. The passage of HB 512 does notl by itself;~aut~norize You to begin incurring project costs. Therefore, until you have attended the workshop, please do not take any further actions on your project, such as hiring a project manager or consulting engineer, without contacting the TSEP staff first. In addition, TSEP funds can only be used to reimburse eligible expenditures that have been incurred after a contract has been executed. Furthermore, TSEP funds Cannot be released to you until all start-up conditions, as specified in the contract, have been complied with and a letter of authorization called a ' "Notice to Proceed" is issued by MDOC. ~. TheSe issues, in addition to numerous other important issues that you need to be aware of, will be discussed in detail at these workshops. If you have any questions about the workshops or the TSEP funds, please contact the TSEP staff at 841-2770.
