Members Present: Doug PoeMs Norm Stamper Emelie Eaton Chuck Dickerson Others Present: Rick Musson Dick Fritzler Jan Faught No Public Input Mutual Aid Agreements Chairman Doug Poehls handed out the Mutual Aid Agreement between the Laurel Fire Department and City of Billings. This was the final draft that has been approved by Sam Painter, Laurel City Attorney. Doug asked if there were any questions. A motion was made to present the mutual aid agreement to the council and seconded unanimously. This agreement will be used as a base when creating mutual aid agreements with other fire departments. Jan reminded the committee that a mutual aid agreement is a contract that represents two departments that have an equal support of equipment and personnel to provide aid. Darrell McGillen was a representative from the fire department who had been working with Cenex on developing a mutual aid agreement. He has recently retired from the fire department. Doug said he would meet with Scott Wilm, Fire Chief, to consult with him regarding a representative to continue working on this agreement. City Dog Ordinance Doug handed out a memo from Sam Painter, City Attorney, regarding a complaint of a mobile home resident owning four dogs and whether the person can obtain a kennel license in order to keep the dogs. Noncommercial kennels are allowable in a residential mobile home zone. The fee for maintaining a kennel is twenty-five dollars. Licensing is contingent upon inspection and approval by the city. However, in order to operate a noncommercial kennel in residential districts, each household is allowed no more than two adult dogs or cats. The committee discussed ideas on this issue.
