CONFERENCE ROOM MEMBERS PRESENT: Emelie Eaton Chuck Dickerson Doug Poehls Tom Nelson OTHERS PRESENT: Shirley Ewan Mark Mace Chairman Eaton called the regular meeting of the Budget/Finance Committee to order at 5:30 p.m. There was no public in attendance. The next regular Budget/Finance meeting will be Tuesday, October 18, 2016 at 5:30 p.m. The minutes of the September 20,2016 meeting were reviewed. Doug made a motion to approve the minutes,Tom seconded the motion. Motion passed unanimously. Doug made a motion to approve the claims in the amount of$1,656,220.67 for Council consent. Shirley stated that 2 large claims were paid out of that total amount. They were Great West Engineering in the amount of$82,921.00 for engineering(intake, Sed Basins,etc.), and Wilson Brothers in the amount of $1,312,701 for construction work on the intake. Tom seconded the motion, all in favor,motion passed. No purchase requisitions were presented to the Committee. The Comp/OT report for PPE 9/25/16 was reviewed by the Committee. There were no questions. The Payroll Register for PPE 9/25/16 totaling$144,065.66 was reviewed by the Committee. Doug made a motion to recommend Council approval of the payroll register, seconded by Tom. Motion passed. Clerk/Treasurer Comments: Shirley stated that interviews for her position will be taking place on October 10`h starting at 9:00 a.m. Emelie stated that she would like to be at the interviews. Shirley will have Cindy make her a packet. Mayor's Comments: The Mayor has heard that the Police Reserve gets only$1.00 per month and he feels that this is unbelievable and would like the Clerk to look into this. He would like to know how their pay was determined. Their positions are every bit as important as the other volunteers and he is curious as to why they are not compensated. Shirley stated that she will look into the matter and report back to the Committee. Other: Update from Tom Tom handed out reports that he would like to hand out to the press if he doesn't get a favorable response back from the Governor's office. According to Tom's records,the State owes at least$3.9 million for their share of the 2011 flooding and he plans on collecting it. He asked if the State had given the City all of the money transferred from FEMA to DES. Shirley stated that it has not all been received and she has e-mailed Shari Meadow to follow up. Tom stated that if she doesn't respond, Shirley should consider contacting the Adjutant General. Tom will e-mail the information to Shirley. For next agenda: 1 Budget/Finance Committee October 4,2016 Further update from Tom. Police Reserve compensation. Update on Clerk/Treasurer's position.
