COUNCIL CHAMBERS MEMBERS PRESENT: Dirk Kroll Gay Easton Gary Temple Norman Orr Bud Johnson OTHERS PRESENT: V. Joe Leckie Larry McCann Mary Embleton Rick Musson Jim Stevens Cal Cumin Dirk Kroll recently received a compliment from a resident who was able to have her house rewired through the Home Grant Program. The resident asked Dirk to convey her thanks to the Mayor and the City Council. Jim Stevens mentioned that the Company recently reviewed the new technology for the Training Department. The Company was well satisfied with the technology and will be using it during the next training session. The training officer is in the process of setting up a demonstration for the administration and council. The engine on the water tender truck blew up while responding to a fire call on Sunday, October 31st. Jim is investigating the availability of equipment to replace the truck and will be preparing a portfolio to present to the Budget/Finance Committee. Rick Musson distributed the Police Department statistic report for the month of October. Activity is normal for the department. Fourteen applications have been received so far for the new police officer position, and applications close on Friday, November 5th. Rick plans to do testing on Monday, November 22ha, complete the interviewing process, and have information available for the council meeting on December 7th. The Police Department recently did a sting operation on the establishments that sell alcohol. Three establishments did not follow the guidelines for selling alcohol. Larry McCann distributed a draft study done by the US Army Corp of Engineers regarding the sediment deposition problems along the Yellowstone River. Larry asked the council to present any comments or concerns regarding the draft study to him by November 15th. The Project Impact Grant was awarded to Yellowstone County, and Laurel is the Project Impact Grant community in the county. EPA has received our Sustainable Development Grant application, and the grant will be awarded in April. The building at the cemetery is progressing. Larry is still discussing replacement of the backhoe with the insurance company. Alley Clean-Up Week is in progress. The crew will be repairing a slow water leak at Fourth Street and Pennsylvania. Bids for digging the channel at the river should be received by November 8th, and Larry wants the work completed by the end of the month. The South Pond Project is on hold pending discussion about the disadvantaged business issue. While we were out for bids, the Montana Department of Transportation lowered this requirement. If we have to rebid the project, the bids would probably be much higher and the project would have to be put off until spring. Mary Embleton distributed the financial report for September. The cash bank reconciliation sheets, which will be distributed every month, show the cash flow in each fund for every month.
