Mayor Rodgers informed the council that he planned to present the Wendy's Heisman
Award to Vince Henman during the regular council meeting.
Bud Johnson asked if any further information is available about the junk vehicle policy.
Steve Klotz will give a presentation on the junk vehicle policy at the next council
meeting.
Gary Temple brought up a question relating to the North Pond and the posting of the
property for no hunting. Smokey Staudinger said that the property does not have to be
posted, but all hunters are required to get permission to get on any property. Gary
disagreed, but Mayor Rodgers stated that it is already posted.
Gary questioned the minutes of the City-County Planning Board meeting of December 2,
1999, where it says: "Cal states that it is the responsibility of the public to dig out the
information." Gary asked Cal when he presents his written recommendation to the
Planning Board. Cai explained that, in this case regarding the manufactured housing
development on the west end of Laurel, he wanted to hear the presentation of both sides
before he prepared his recommendation.
Larry McCann distributed a recap on the change orders at the Water Treatment Plant for
the council's information. Gary Temple asked for the dollar amount for the change
orders.
Larry prepared a change order resolution for work at the river channel to be presented
under unscheduled matters during the council meeting. It was necessary to widen the
channel to 30 feet instead of the previous 20 feet.
The planning for next year for the water plant and shop has been completed and the
sewer plant planning will be completed soon. The reports should be available after the
first of the year.

The door on the new cemetery building was kicked in recently, and Larry said that it
would be reinforced to prevent further vandalism. Larry talked to the sheriff about police
patrol, and the local person thinks that our policemen could patrol and detain vandals
until the sheriff's arrival. A dark to dawn light was installed on the side of the building.
Sewer and water were installed into the cemetery building, and acceptance will be
completed soon.
The river project went very well. Larry is planning to schedule a tour of the Water
Treatment Plant for the council next month, and the public open house will be held in the
spring.
Mayor Rodgers will check with Ken Weaver regarding scheduling the goal-setting
workshop for either January 22nd or 29th.
Mary Embleton applied for the Intercap loan for the new ambulance on November 22nd,
and a response has already been received. We have received the title, and the paperwork
should be processed in about three weeks.
Cai Cumin stated that the recent public hearing on the zone change from Residential
Tracts to Residential Manufactured Homes on Lot 3, Block 1 of Rossmoor Subdivision
was well attended. This is a complex project, and concerned citizens voiced questions
regarding private water lines, private sewer lines, narrow streets, etc. The developer is
aware of the opposition of the neighbors. Manufactured houses meet the Federal
Housing and Urban Development Standard for construction, but they do not meet
Uniform Building Code. The Montana Supreme Court has ruled that space must be
provided for manufactured houses on an equitable basis. When this zoning change comes
before the council, Cal's report will explain all of the complex issues involved.
