Joe Leckie Larry McCann Mary Embleton Mark Mace Rick Musson Cai Cumin Steve Klotz Steve Wegner Bud Johnson mentioned the letter from John Oakes regarding the home occupation ordinance. He wanted to make an amendment to the ordinance so the wording would be changed from "If the" to "All" in Section 17.52.030 A.3. Norm Orr wished everyone a Merry Christmas and a Happy New Year. He also thanked Miles Walton and Dirk Kroll for their work on the council. Miles Walton thanked the council for their support throughout his term on the council. Gary Temple thanked the department heads, Chief Musson, Larry McCann and'Mary Embleton, for their work and the work of the staff Ken Olson also thanked the department heads and Cai Cumin for their work. Ken welcomed Mark Mace and Lauren Van Roekel to the council. Gay Easton reported on the MMIA Workshop that he attended recently in Billings. The workshop addressed the obligations of the city regarding the liability of sidewalks, curbs and gutters. Gay wished everyone a Merry Christmas and a Happy New Year. Bill Staudinger wished everyone a Happy Holidays, and thanked the department heads for their work throughout the past year. Dirk Kroll expects to receive the final draft of the ambulance report sometime in January 2000 and will give the report to Ken Olson for distribution to the council. Mary Embleton thanked the council, mayor and department heads for their support throughout her employment with the city. The financial reports were balanced and presented on time. The tax payment from the county was received last week, and the state portion for reimbursement of the property taxes (SB 184) was received today. Norm Klein is assisting with preparation of the annual report, and the audit is scheduled for the week of January 17th. Joe Leclde wished everyone a Happy Holidays. City Council Committee of the Whole minutes of December 21, 1999 Rick Musson attended the recent Crime Stoppers seminar in Laurel. Crime Stoppers is currently being reorganized and will consist of a board of fourteen individuals, including several volunteers, and Rick will be the coordinator at the present time. Officer IeffFowler has resigned effective on January 5, 2000. Cai Cumin thanked the council for their support throughout the last year, as well as the past twenty-one years. Cai anticipates that the coming year will be productive for planning and growth for the City of Laurel. Miles questioned Cal regarding the Kukes zone change. The request for a zone change for the first phase of the project will be reviewed at the City-County Planning Board meeting in January. After that, it will be brought before the City Council for approval. If it is approved, they can continue with their subdivision. Since the City of Laurel's jurisdiction goes out one mile, this is a city council decision and not a county decision. Larry McCann thanked the council for allowing him to take the trip to Washington, D.C. Commissioner Ziegler attended the meeting with him instead of Jim Kraft. After the New Year, there will be a meeting to establish a steering committee for the $350,000 grant. Larry emphasized that the input of the City of Laurel would be crucial during this meeting, and the support of the council is needed. This broad grant has been used for disaster mitigation in many other cities and would be a great help to the City of Laurel. Since the refinery informed the city about this grant before the county knew anything about it, the city needs to continue to show the definite need for the grant. The compost project with Fox Lumber is being negotiated. Fox Lumber currently has an $80,000 agreement with the City of Missoula. Joe Leckie is developing a draft form of a long- term agreement for this project. Annual plans for the Public Works Department are complete. There are some definite needs for manpower and maintenance issues. Larry wished everyone a Merry Christmas and a Happy New Year. Steve Wegner asked the council for permission to display fireworks on December 31, 1999. The council will grant permission during the council meeting.
