CITY-COUNTY PLANNING BOARD
MARCH 13, 1997 7:00 P.M.

Guy McCullum, 2707 Lackawanna
Motion by Merrill Watkins, seconded by Donna Kilpatrick, to
approve the minutes of the February 13, 1997 meeting. Motion
carried 6--0.
Motion by Gerald Shay, seconded by Merrill Watkins, to approve
the bill for $200.00 for Administrative Services, and the bill from
Cumin Associates for $3581.43. Motion carried 6--0.
Home Occupation
Guy McCullum of 2707 Lackawanna has applied for a home occupation
to run a business leasing company out of his home.
The business is a one man operation and is all done through the
telephone. He will have no other employees and no customers coming
to his home.
Cal recommends approval subject to no traffic coming to the home.
Motion by Donna Kilpatrick, seconded by Merrill Watkins, to
recommend approval to the City Council for the home occupation
application of Guy McCullum at 2707 Lackawanna, subject to no
customers/traffic coming to the home. Motion carried 6--0.
Legislative Update
Cal informed the committee that he went and testified against
Senate Bill 164 regarding manufactured housing. The bill was
tabled.
A subdivision bill presented by Dan McGee also died.

Local Ubdate
Cal stated that the board will be considering and updating our
vocal airport zoning to coincide with the Airport Master Plan, in
the near future.
Cal has not heard anything regarding the annexation application for
the subdivision above the Laurel Golf Course that would require
city services.
There will be an application submitted for a new subdivision
located north of East Maryland Lane in the very near future. The
plan includes annexation of the land into the City and possibly
private roads that the subdivision will maintain. The houses will
be in the $200,000.00 range and include a private health club for
residents of the subdivision.
Contract- Cumin Associates
Cal presented his contract that he has had with the City for many
years. The auditor's had questioned why Cal was being paid without
a current contract.
Motion by Clarence Foos, seconded by Merrill Watkins, to
accept the contract with Cal Cumin dated July 1, 1996 to June 30,
1997. Motion carried 6--0.
The meeting was adjourned at 7:30 p.m.

numbers of all residents living on property within one hundred (100) feet of your ro
line. This includes properly across the street or alley from your property. Include on the
list all the information requested including property resident's signature indicating the
resident understands this request and an indication of support or opposition to this home
occupation. If tlris information is inaccurate or incomplete, it is grounds for denial of this
request.
9. A fee of $25, to cover the cost of adatinistration, must accompany this application
before it will be accepted for processing.

Home occupations are deemed to be site specific and owner specific. Thus, the use of a
potion of a dwelling for a home occupation will not permit a subsequent owner an
automatic home occupation designation.
PROCEDURE:
1. Complete this Home Occupation Request Farm and submit it to the clerk in the
City Engineer's Office seven (7) working days prior to a regularly scheduled meeting of
the Ciry-County Planning Board (which usually meets on the second Thursday of each
month).
2. The Planning Board will consider the request at their meeting. Attendance by the
applicant for home occupation or his representative is required at this meeting.
3. The Planning Board will make a recommendation to the City Council that the
request for home occupation be granted or denied.
4. The City Council, at its next regularly scheduled meeting, will consider the
Planning Board's recommendation regazding the home occupation and approve or deny
the request. The applicant or his representataive must also attend ties City Council
meeting. ff the Council approves the home occupation, the applicant must then go to the
Council's Business License Committee for the actual business Iicense to operate the home
occupation.

planned business in your home in relation to other areas of the house. Include any storage
area the business may require.
