CITY-COUNTY PLANNING BOARD

Motion by Billielou Lance, seconded by Merrill Watkins, to
approve the minutes of April 10, 1997. Motion carried 6--4.
Motion by Billielou Lance, seconded by Miles Walton, to
approve the $200 administrative services bill for May, 1997.
Motion carried 6--0.
FIGGINS SUBDIVISION - PUBLIC HEARING - PRELIMINARY PLAT
A preliminary plat was presented by George Figgins. This-lot is
on Old US Highway 10, about 1/4 mile west, out of the city limits.
Mr. Figgins stated that he was informed that the street name needs
to be called Figgins Circle, instead of Alice Circle as stated on
the plat.
Question on the construction of the road. Mr. Figgins stated that
it would be built to county road standards.
The lots will be on separate water cistern and septic systems.
There were no other proponents, beside Mr. Figgins, that spoke.
No opponents spoke.
Cal recommends approval subject to the name change of the road to
Figgins Circle; that all utility easements be provided; that the
Dept. of Health approve sewer and water systems; that the road
be built to county road standards; and, a waiver of protest be
signed.
Motion by Billielou Lance, seconded by Merrill Watkins, to
approve the preliminary plat of Figgins Subdivision, subject to the
name change of the road to Figgins Circle; that all utility
easements be provided; that the Dept. of Health approve sewer and
water systems; that the road be built to county road standards;
and, a waiver of protest be signed. Motion carried 6--0.
BLAIR SUBDIVISION- PUBLIC HEARING - PRELIMINARY PLAT
Mr. Blair was present with his proposed preliminary plat.
The land is located on South Park City Highway and Sportsman Park
Road. He wants to split 3 acres off of a 20 acre plat and have a
single family residence on the 3 acres, and sell the remaining 20
acres.
Septic and water systems were discussed, and also the access road
off of South Park City Highway.
No other proponents spoke.
No opponents spoke.
Cal recommended approval of the preliminary plat.
As a point of interest Ziggy brought up the fact that a motion
should be made to put the application on the agenda, as it was
added after the agenda was sent out.
A motion was made to place the Blair Subdivision on the agenda.
Motion was carried.
Motion by Billielou Lance, seconded by Miles Walton, to
approve the preliminary plat for Blair Subdivision. Motion carried
6--0.
ANNEXATION REQUEST - MAGNVS SUBDIVISION - RANDY SWENSON
This is a proposed annexation in Ward Subdivision, Block 1, Lots 12
and 13. A proposal has been made to annex it into the city limits
and have 2 personal care homes built which will provide housing for
elderly people that cannot fully care for themselves.
The access for the proposed personal care facilities will be off of
W. 12th Street, approximately 1/2 block off of First Avenue.
The sewer and water will be accessed off of city mains. Cal stated
that this should not create any burden on the city services already
in place.
The lot is adjacent to city limits on the south aide.
No other proponents spoke.
No opponents spoke.
Cal recommends approval for this annexation.
Motion by Don Gudgell, seconded by Merrill Watkins, to
recommend approval of the annexation of Ward Subdivision, Block 1,
Lots 12 and 13, to the City Council. Motion carried 6--0.
CONTRACT - CAL CUMIN
Cal stated that he is adjusting his fee from $13,500 to $14,500 per
year, which will mean the budget will have to be adjusted.
Motion by Billielou Lance, seconded by Miles Walton, to
recommend approval of the contract for Cal, as proposed. Motion
carried 6--0.
OTHER
Cal spoke regarding the letters that have been sent to Roger
Anderson, and Bill Fiegel regarding subdivision regulations and
disregard of going through the right channels before developing
projects.
The Thiel Road zoning district is going to be administered by the
Laurel Planning Board because it is adjacent to our zoning
district.
It was announced that there are 2 county representatives that are
not re-applying for their positions in June. If anyone knows of
someone interested in applying please have them contact the
Yellowstone County Commissioners for an application. Both of these
positions have to be filled by county residents.
Tom 5prigler, Transportation Director for Laurel Public Schools
spoke and stated that all buses will be made available to
residents, in the event of flooding. He requested that the board
pass this information along to the City Council'.
The meeting was adjourned at 7:55 p.m.

1. Only parcels of land adjacent to the City of Laurel municipal limits will be
considered for annexation. "Adjacent to" also includes being across a public right of way.
If the parcel to be annexed is smaller than one city block in size {2.06 acres), the City
Council must approve consideration of the request; the applicant must make a sepazate
written request to the City Council (for parcels smaller than a city block) stating their wish
to annex a parcel of land less than one city block in size--and do so prior to filline out and
submittine this Request for Annexation.

5. A map suitable for review of this application of the proposed azea to be annexed
must be submitted with this application.
~ 6. A written Waiver of Protest must accompany this application, suitable for
recording and containing a covenant to run with the land to be annexed, waiving all right
of protest to the creation by the City of any needed improvement district for construction
or maintenance of municipal services. This Waiver of Protest must be signed by the
applicant prior to annexation by the City.
7. Requests for annexation are referred to the City-County Planning Board for
recommendation to the City Council. Applicants should contact the planning
representative prior to filling out this application.
8. Within thirty (30) days after receiving the properly filled out application with all
required accompaniments and after conducting a duly advertised public hearing, the City-
County Planning Board shall make recommendation to the City Council as to this Request
for Annexation. If more information is needed from the applicant during the review of the
application, such application shall be deemed incomplete and the tmeframe for reporting
to the City Council extended accordingly--if needed.
9. An application fee of one hundred dollars ($100) must accompany the submission
of this application.
The City Council of the City of Laurel, Montana, after review and consideration of this
Application for Annexation found such to be in the best interest of the City, that it
complied with State code, and approved this request at its City Council Meeting of
