AN ORDINANCE MODIFYING TITLE 15, CHAPTER 15.40.1300) OF THE
LAUREL MUNICIPAL CODE IN ORDER TO PROVIDE CLARITY AND CONSISTENCY
OF THE RULES REGARDING FREESTANDING SIGNS
WHEREAS, it has been brought to the ~antion of the Public Works Director that some
confusion exists regarding rules for freestanding signs as set forth in Title 15, Chapter 15.40.130, parts
H and I;
WHEREAS, it is both necessary and in the best interests of the City of Laurel for the code to be
clarified;
NOW, THEREFORE, BE IT ORDAINED, by the Laurel City Council that Title 15, Chapter
15.40.130(I) is hereby amended as follows:
15.40.130 Signs permitted (exceptions to this
section are noted in the entryway zoning district).
I. Freestanding signs which are not on-premise
and/o_!r which do not address interstate traffic as
determined by the director may be installed to a
maximum height of twenty-four feet and may have a
maximum size of one hundred fifty square feet.
Exceptions to this are noted in the entryway zoning
district.
This ordinance shall become effective thirty (30) days after final passage by the City Council
and approved by the Mayor.
Imroduced and passed on first reading at a regular meeting of the City Council on December 19,

PASSED and ADOPTED by the Laurel City Council on second reading this 6th day of
February ,2007 upon motion of Alderperson Dickerson

Proposed Ordinance Change to LMC Title 15, Chapter 15.40.130 (I).
Staff Recommendation:
Change the Ordinance, LMC Title 15, Chapter 15.40.130 (I) bom and to and/or. This change
will not affect the current use but will also allow a business to advertise on their own property in
a manner consistent with the use of off-premise sign limitations. A business owner will be
allowed to install a 24 foot high flee standing sign with the intent of advertising to the
community, not to the interstate.
Current LMC Language:
15.40.130 Signs permitted (exceptions to this section are noted in the entryway zoning

Background:
Without this proposed change, a flee standing sign may only be installed to a maximum height of
twenty-four feet unless it is off-premise (a sign on a property advertising for a business located
on a different property) and if it does not address interstate traffic (orientated perpendicular to
the interstate). This does not allow an on-premise freestanding sign (a sign on the property it is
advertising for) to be on the property it is advertising for unless it is for the sole purpose of
address interstate traffic. For example, a business owner who wanted to advertise for his own
business on the property their business was located would not be allowed to use a freestanding
sign unless it was perpendicular to the interstate. That same business owner is allowed to
advertise on their own property for someone else's business with a freestanding sign that can be
a maximum of 24 feet talL The standard is more restrictive for a business owner whose intent is
to advertise for his own business. The intent on the Entry Way Zoning District and the Sign
Code is to limit the number, height, and size of off-premises signs especially in the entry way
zoning district boundaries.
