Public Hearing: Intant to adopt an Official Schedule of Fees and Charges for the City of Laurel.
Resolution No. R06-130 approved December 19, 2006)
Mark will introduce the schedule of fees and charges at the public hearing. Mark will explain the
additional planning items and the utility hook-up fee to the council. The additional items will be
integrated into the proposed schedule of fees and charges document for tonight's meeting. Larry, Mark,
Jan, and Mike will attend the council meeting to provide information regarding the fees at the public
hearing.
Larry stated that a fee is needed for RV dumps in the City of LaureL This will be reviewed and added
to the schedule in the future.
Ceremonial Calendar: Arbor Day Proclamation
Mayor Olson will make the Arbor Day Proclamation at tonight's meeting.
Scheduled Matters:
Ordinance No. O06-13: Ordinance amanding Section 10.44.10 of the Laurel Municipal Code,
mending truck routes within the City of Laurel. Second reading.
Discussion regarding the past and proposed truck route within the City of Laurel. Trucks cannot go off
the designated truck route unless a delivery is being made in the city. After council adoption of the
ordinance, the truck route, which begins and ands at the city limits, will be First Avenue, north and
south; Main Street, east and west; West Railroad Street from First Avenue South to South Fifth Avanue;
and South Fiith Avanue from West Main Street to West Railroad Street.
Mayor Oison asked that public notice regarding truck routes be placed in the newspaper.
Ordinance No. O06-14: Ordinance amanding the official zoning map of the City of Laurel,
Montana, to chango the zoning of SE1/4 of Section 8, T2SR24E, PMM, also known as Mace
Subdivision, from Rasidantial Tracts to Residantia16000. Second reading.
Mark stated that this will be the second reading of the ordinance and no commants have bean received.
The drainage issue with a nearby property owner is being addressed.

· Resolution No. R07-01: Resolution of the City Council authorizing the Mayor to execute the
State of Montana's resolution form to e~mble the City of Laurel to participate in State and
Federal Surplus Programs.
Mayor Olson asked that Mary report regarding the posting of state and federal surplus items at the next
department head meeting.
Gay mentioned the hearings for funding TSEP projects that are scheduled for January 11~h. There was
discussion regarding the date for the City of Laurel's hearing, as Larry received an e-mail regarding the
hearing on January 12t~. The correct date will be determined and a city representative will attend the
hearing.

Carl Anderson. Morrison-Maierle: Change Order No. 2 - Sewer Trunk Line Replacement Project
Carl will meet with Perry on Wednesday to discuss the change order.
Planning Board:
· Review of proposed changes to the subdivision regulations
Mark will have Kinko's make fifteen copies of the subdivision mgulatious and the document will be
distributed to the council soon. Tho regulatiom have been approved by the planning board.
Administrative Assistant:
· Resolution - Adopt an official Schedule of Fees and Charges for the City of Laurel
· Cemetery Report
Perry has completed the report and will present it at the council workshop.
· Draft Vehicle Use Policy
Further review is needed, and the item will be removed from the council workshop agenda. Mileage to
and f~om an out-of-town destination is currently reimbursed, but mileage while there is not reimbursed.
Executive review:
· Council Appointments: Ward 1 and Ward 4
· Evaluation of council's notification of issues
There will be discussion regarding the best way to keep the council informed, distribution of
documents, and how to help the new council members.
Discussion:
Sam will contact Thomae's representative on Wednesday regarding the encroachment permit.

Discussion regarding Paul Thomae's request to culvert a ditch north of his duplex on Seventh. If the
ditch is in the city's right-of-way, the city can give p~mission to culvert it. Sam stated that, iftbere is
no owner, the city has the right to culvert it. The issue will be investigated further.
Jan will meet with Jim Weber on Thursday at 2:00 p.m. regarding an assault of a Laurel Ambulance
attendant by an AMR attendant. Mayor Olson questioned whether or not the contract covers
complaints.
Lan'y mentioned the TSEP hearing in Helena on Friday, January 12th.
Steve stated that computer training for the Tree Board is scheduled for Wednesday, January l0th, from
9:00 to 11:00 mm. The park eu~loyees, Tree Board members, Steve, and Kurt will attend.
Mark is working on the locomotive resolution and the impact fees. The McLelland issue was completed
last week.
There was discussion regarding protocol for getting signatures when a department heed is not at work.
A process and policy are needed. There is usually sufficient time to get the required signatures on
documents. Sam will review the issue.
Revisions and edditions are being made to the police department's policies. They will be presented to
the council soon.
Discussion regarding responsibility for the flags in the city. Steve said that the individual department
heads have been responsible for the flags. Flags are supposed to be at half-mast until January 30th in
recognition of President Ford's death. The flag in Veterans' Park should have been taken down, as it
cannot be flown at half-mast. A retrofit will be ordered for this flagpole so the flag can be flown at half-
mast.
Mayor Olson scheduled a meeting for Thursday, January 1 lth, from 2:00 to 4:00 p.m. in the public
works conference room for discussion regarding the major projects in the city.
Department heeds should attend council workshops, and department heeds might be asked to attend a
council meeting when needed. Council questions and discussion will be directed to the mayor.
The meeting adjourned at 4:13 p.m.
