ILLISTON BASIN INTERSTATE PIPELINE COMPANY (4~6) 359-72~0 Ken Olson Yellowstone County Mayor PO Box 10 Laurel, MT 59044 DEC 2 0 2006 CFrY Dear Ken Olson, As you are probably aware we have been promoting pipeline safety in your community. We have done this by using a vadety of tools, direct mailings, surveys, public ads in newspapers, and through meetings with emergency responders and excavators. In accordance with federal regulations, Williston Basin Interstate Pipeline Company has prepared a plan for managing the intagdty of the pipeline sagments that lie within High Consequence Areas (HCA's) in your community. From last years mailing you should recall that an HCA is considered to have the potential of endeogadng large numbers of people should a pipeline failure occur. Although pipeline failure is very rare it is possible. We have enclosed a map of community areas that fit within the federal definitions of HCA's. Willisten Basin will provide information about the plan and how it ralatas to HCA's in your area upon request. The following is an identified HCA area in your county: Baker Transfer & Storaga, BNSF buildings g2 & #3,Empire Heating and C0oling,Pondarosa Town Homes,Riverside Park CONTINENTAL,Riverside Park RED,Riverside Park YELLOW,Shilo Building,Shilo Wedding Chapel,Yellowstone Baptist College and New Life Church At this time we would like to elicit your help in our efforts to maintain pipelines as one of the satest ways to transport natural gas. Please read the enclosed safety brochure, review the enclosed map of what we have identified as high consequence areas and report any changes you feel need fo be made to the map or the information we have provided. As a public official, you can help us minimize encroachment along our pipeline and prevent damage from constructian/maintenance activities. You can do this by considering the location of our pipeline whenever projects are proposed and by using the One-Call system in your state. In 2006 we were very active with line patrol, surveys and monitoring of all our lines to assure we are operating a safe system. We also completed direct assessments and hydro tests fo ensure we have had good conroalon prevention on our pipeline as well. As 2007 approaches we have scheduled a HCA assessment for the month of: in your area.
