First St. Improvements Project MMI #0703.011.07 Dear MaYOr Olson: On Friday, December 8, Steve Klotz, Larry Wyman (Momson-Maierie RPK), and I met in Laurel with regard to final acceptance of the East First Street Improvements Project. Two items had remained outstanding on the punchlist and were recently finalized Thanksgiving week. These two items were curb painting and seeding. With completion of the punchlist items, the contractor requested full payment for all work items not yet paid and the release of all retainage. The meeting on-site was to confirm that all punchlist items had been completed. One item that was brought to light was the stop sign at the north intersection of Pennsylvania Avenue and East First Street. During construction, NorthWestern Energy had to move a power pole out of the old street section into the new boulevard area. As a result of moving the power pole, visibility of the new stop sign is obstructed by the power pole and stopping sight distance is limited. It was determined that Morrison-Maierle, Inc. would provide an engineered solution to rectify the situation. This issue was addressed December 11, 2006 with an email to Steve Klotz. The recommendation is to install a stop ahead warning sign prior to the stop sign. The City of Laurel has decided to have this sign installed themselves instead of having the contractor return to the site to complete this work item and then request payment for the work. A second item that also has come to hght this week is the status of t~ec trees. Good Earth Works is holding three paid trees for the City of Laurel. Laurel will contact Good Earth Works in the spring to plant them at locations designated by Steve Klotz as it is not recommended to plant them now. If the trees are not planted by the time of the one-year walk through, it will be so noted on a one-year punchlist and the contractor will become responsible for ensuring that this is completed. Therefore, all authorized work and substantial completion punchlist items have been completed by the contractor on the East First Street Improvements Project. It is recommended to release all retainage to the contractor, JTL Group, Inc. A one-year walk through of the project will be completed next year in late June or early July. This letter also signifies that Morrison-Maierle has completed all contracted work with the exception of the one-year walk through.
