COUNCIL WORKSHOP
NOVEMBER 28, 2006 6:30 P.M.
COUNCIL CHAMBERS
A Council Workshop was held in the Council Chambers and called to order by Mayor Ken Olson at
6:33 p.m. on November 28, 2006.

Mr. Nielsen, the Scout Master for Boy Scout Troop 400 in Laurel, introduced the troop members to
the council. Mayor Olson asked the members of Troop 400 to lead the Pledge of Allegiance to the
Flag. Mayor Olson thanked the troop for attending the council meeting.
Laurel Volunteer Ambulance Service:
· Attendant appointment on December 5, 2006 council agenda: Kara Hergenrider
Jan Faught introduced Kara Hergeurider, who has served as an Ambulance Reserve since August
2006. Kara has met and exceeded the qualifications to become an Attendant for the Laurel Volunteer
Ambulance Service. The appointment will be on thc council agenda on December 5th. Twenty-two
attendants and reserves currently serve on the ambulance roster.
Mayor Olson expressed appreciation for Jan's efforts to provide training to certify attendants through
the program.
Police Deoartment:
· Taser presentation
Rick Musson stated that the department has been looking at tasers for several years. The Laurel
Police Department has three taser instructors. Mart3, Kent, a Master Instructor for Taser International
fi.om the Bozeman Police Department, attended the meeting.

Marty Kent prese~ed a command demo and information regarding Tasers. He has served sixteen
years with the Bozeman Police Depathuent and is a use of f~rce instructor, firearms instructor, SWAT
instructor, and a Taser Master Instructor. He travels this region of the United States teaching officers
how to use the Taser. Bozemun has had great success using the Taser. Marty showed a command
demo that showed the technology and tactics and dispelled some myths regarding Tasers. There is a
lot of controversy surrounding Taser. However, Tasar has been successful in that twenty-eight
lawsuits against the company have been dismissed.
The command demo emphasized the following points:
· The Taser is not a substitute for lab. al force.
· Taser increases officer safety.
· The purpose of the Taser Program is to reduce injuries and save lives.
· The Taser has the greatest impact on officer safety when deployed with patrol level first
responding officers.
· The video showed an example of an intoxicated domestic dispute.
· Taser devices are among the most extensively studied non-lethal weapons.
Also presented were:
· Possible Taser side effects
· Drive stun techniques
· What Taser weapons don't do
· Effective target zones
· Self-reporting system in Taser
There was discussion regarding Tasars. Rick would like to purchase Tasers for Laurel's street
officers and SROs.
At this time, Marry Kent tased Rick Musson, Mike Zuboski, and Bonita Leady.
Plannin~ Board:
· Resolution - Resolution to vacate a portion of Bernhardt Road
Mark Richards stated that no comments have been received. The resolution to vacate the portion of
Bernhardt Road will be on the council agenda on December 5th. Building has begun at the Wal-Mart
site.
· Update- McLelland Quitclaim Deed
Mark is contacting Dan McGee to prepare the survey that is needed to complete this issue.
Administrative Assistant:
· Resolution - Amendment No. 2 to Task Order No. 10 with Morrlson-Maierle, Inc., for the
Main Street Waterline Replacement Project
Perry explained that Amendment No. 2 is for redesign of the water main at the intersection of Main
Street and Third Avenue. The resolution will be on the December 5~ council agenda.
· Cemetery Report

Perry is working on the report, which will be distributed at the December 5th council meot~
Discnssion regarding the report willbe scheduled for the council workshop on December 12 . The
report includes information on how the cemetery works, cemetery revenues, etc.
· Draft Vehicle Use Policy
Perry has prepared a draft Vehicle Use Policy, and the staffwill review it before it is presented to the
council. The policy will be presented at the council workshop on December 12th.
· Congratulations Letters to Jon Tester and Dennis Rehberg
Perry drafted letters of congratulations (for the mayor's signature) to Senator-Elect Tester and
Congressman Rehberg. The letters also included an invitation to attend a future council meeting.
Executive review:
· Review of appointments needed:
o Emergency Services Committee: Need three members
Some individuals have bean contacted regarding service on the Emergency Services Committee. Any
suggestions should be given to Doug Poehls.
o Yellowstone City-County Health Department: 3-year term ending 12/31/2009
Kate has contacted a couple individuals regarding the position.
o Big Sky EDA Nominating Committea: Need appointment by December 7, 2006
Gay Easton has served on the Nominating Committea. The appointment will be on the council
agenda on December 5th.
· Resolution - Change Order No. 1 with Gray Construction
This change order is late and needs to be approved by the council Peny acknowledged that the
change order was buried in papers and was just found last week. The change order was needed to
remove and replace asphalt in poor condition between the edge of the trench and the lip of the gutter
where width exceeds three feet.
Mark Mace questioned the change order in that Montana Public Works Standards addresses that issue.
He thinks it would be advantageous to take this back to the public works department to address it, as
contractors deal with this all the time and should have caught it.
Review of draft council a~enda for December $~ 2006:
· Public Hearing:
o Ordinance No. O06-12: Ordinance amending Ordinance No. 006-06.
The public hearing will be held on December 5th.

Announcements:
Mark Mace mentioned that the Budget/Finance Committee will review the request for Tasers for the
Laurel Police Department. He appreciated the opportunity to sec a taser used. Tascrs provide more
options, and he thinks it would be a great thing for the City of Laurel.
Mayor Olson stated that the public perception regarding tasers is an issue that must be addressed.
Chuck asked regarding the tables in the council chambers. Perry explained that casters have becn
purchased for the bottom of the table legs and should be installed this week. Perry would like to
replace the tables in the next budget.
Chuck reminded the council that the Christmas to Remember parade and fireworks are scheduled for
Sunday, December 3'a.
Mayor Olson mentioned that the council was invited to attend a meeting at the Masonic Lodge on
Monday, December 4th, at 8:30 p.m. The police, fire, and ambulance departments were also invited to
attend.

All council members present will attend.
Other items:
Mayor Olson thanked Troop 400 for attending the council workshop.
The council workshop adjourned at 8:05 p.m.
