Laurel Urban Renewal Agency (LURA)
August 1st, 2016, Laurel Public Library meeting room
Meeting was called to order by Judy Goldsby. Roll call/Attendance: Quorum of voting members present:
Mardie Spalinger, Dean Rankin. Advisory board members: Janice Lehman and Linda Fricke!. City Council: Rick
Herr. City Staff: Noel Eaton, Shirley Ewan, Heidi Jenson and Kurt Markeguard. Chamber of Commerce: Marcia
Hafner. Big Sky EDA: Katy Easton and Dianne Lehm.
Introductions: Rita Anderson &Mark Kindsfather from the Montana Dept. of Revenue,
Dan &Brandi Sieminski of Flock Hawking LLC and Ken Olson.
Approval of Minutes from Previous Meeting: Dean made the motion and Mardie seconded.
Old Business:
a. Flock Hawking reported the demise of 281 pigeons in two months using 6 traps.
It was decided that their contract would be renewed for 30 days using 3 traps and to follow
up with the business owners that they were still on board. Dean made the motion and
Mardie seconded.
b. The SE 4th Light Pole vote was tabled until Shirley could obtain more specific information.
c. The large grants for Altana and Conomart were approved.
New Business:
a. Kurt passed out two estimates from Great West Engineering for the Washington Ave.
overlay project and the SE 4th Street widening project. Regarding the Washington
project, the City will give the various land owners a print out of what the City will require
based on what type of structure is built.
Reports:
a. City Administration: See above under New Business.
b. City Planner: See above under New Business.
c. City Treasurer: Shirley passed out LURA's Bi-Annual Report.
d. Big Sky EDA: There will be meetings on Sept. 7th &8th regarding the possible legislative
changes to how LURA operates.
Public Comment on Non Agenda Topics: Mark and Rita are commercial appraisers for the state and explained
how they arrive at the dollar amounts and the fair market values for
their appraisals.
Next Meeting: Aug. 22nd, 2016 at 11:00 in the Library.
