EMERGENCY SERVICES COMMITTEE
APRIL 25, 2016

Safety Mill Levy
Doug Poehls opened the meeting by asking for discussion on the Safety Mill Levy in the future.
The committee questioned if a mill could be raised by the council. It was suggested they look
into the city charter to see if it prevents the city from raising a mill without a vote. Doug stated
he is glad the city pushed for a safety mill levy last election, but thinks there are little odds of it
passing again soon. It was determined that citizens like to think they would never be in a position
where they have to worry about needing a police officer or an ambulance in an emergency, so
they think it is not in their favor to pass a safety mill levy to increase funds.
It was discussed that the problem still exists today and there are many concerns. There is a need
for a PR campaign to talk to the public and push for the mill levy. It seems everyone has many
responsibilities and other things in their lives and are short of time to put forward. The
committee agreed that it is too early to go ahead with the mill levy this year, but would look at it
in the future.
Operating City under Emergency Conditions
Chief Musson had with him emergency planning material from MRL, Public Schools,
Yellowstone Co. and stated that anyone was welcome to look at them. He said the Local
Emergency Operations Planning committee is very active. They have training and seminars.
Use of Social Media during Emergencies
Discussion was to direct all media to the Mayor, CAO, or Department Head.
Other
Doug stated the council is looking at combining committees. Combining the Police Commission
with Emergency Services Committee was suggested. Chief Musson stated the two committees
are very different and should be separate.
