HomeMy WebLinkAboutCity Council Minutes 05.03.2016 MINUTES OF THE CITY COUNCIL OF LAUREL May 3, 2016 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on May 3, 2016. COUNCIL MEMBERS PRESENT: Emelie Eaton Doug Poehls Bruce McGee Richard Herr Chuck Dickerson Scot Stokes Tom Nelson COUNCIL MEMBERS ABSENT: Bill Mountsier OTHER STAFF PRESENT: Kara Hergenrider Mayor Mace led the Pledge of Allegiance to the American flag. Mayor Mace asked the council to observe a moment of silence. MINUTES: Motion by Council Member Poehls to approve the minutes of the regular meeting of April 19, 2016, as presented, seconded by Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. CORRESPONDENCE. Department of Administration: Letter of April 5, 2016 regarding response to FY 2015 Audit Report. Office of the Governor: Letter of April 20, 2016 regarding notice of Treasurer State Endowment Program Planning Grant Award. COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS. PUBLIC HEARING. CONSENT ITEMS: • Claims for the month of April 2016 in the amount of$495,862.32. A complete listing of the claims and their amounts is on file in the Clerk-Treasurer's Office. • Approval of Payroll Register for PPE 04/24/2016 totaling$141,036.56. • Receiving the Committee/Board/Commission Reports into the Record. i --Budget/Finance Committee minutes of April 19, 2016 were presented. --Park Board minutes of April 7, 2016 were presented. --Insurance Committee minutes of March 28, 2016 were presented. --Tree Board minutes of April 21, 2016 were presented. The mayor asked if there was any separation of consent items. There was none. Motion by Council Member Eaton to approve the consent items as presented, seconded by Council Member McGee. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. Council Minutes of May 3,2016 CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None. SCHEDULED MATTERS: • Confirmation of Appointments. RiverStone Board of Health Mayor Mace appointed Norma J. Cleveland as the City of Laurel's representative on the RiverStone Board of Health for a term ending December 31, 2018. Motion by Council Member McGee to approve the Mayor's appointment of Norma J. Cleveland to the RiverStone Board of Health, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. Laurel Ambulance Service Mayor Mace appointed Donald Morton, Jerry Daugett and Nathan Barnett to the Laurel Ambulance Service. Motion by Council Member Dickerson to approve the Mayor's appointments to the Laurel Ambulance Service, seconded by Council Member Eaton. Kara Hergenrider introduced Donald Morton and Jerry Daugett to the council. Nathan Barnett was unable to attend. There was no council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None. COUNCIL DISCUSSION: Council Member Nelson will talk with Mayor Mace about how to communicate with the members of the Cemetery Commission. Council Member McGee asked regarding a recent issue with the septage receiving station at the Wastewater Treatment Plant. Mayor Mace explained that the Public Works Director told him that there were no checks and balances in place for something coming in, such as the rubber glove that was caught in the pump. He wants to get a screen that will keep such items out. It is possible that someone that was working on a private system or on the truck that brings it in threw the glove away after they used them and figured that was acceptable. Council Member McGee stated that it cost the city an expensive pump. Mayor Mace stated that the receiving station is closed and he has heard complaints from the haulers, but the city cannot let something get into one of the expensive systems beyond the pump. Council Member McGee asked if the fix will be some kind of a screen and a new pump before the receiving station goes back into operation. Mayor Mace explained that the Public Works Director will look into a system to prevent things that cannot be in the system. 2 Council Minutes of May 3,2016 Council Member Herr mentioned that he talked to the Public Works Director this morning and he said they think the pump almost burned out. Mayor Mace stated that the pump will be checked before it is put back into service. Council Member Eaton explained that she has an issue that will be on next Monday's Public Works Committee agenda for discussion prior to presenting it to the council. UNSCHEDULED MATTERS: None. ADJOURNMENT: Motion by Council Member Nelson to adjourn the council meeting, seconded by Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0.
