HomeMy WebLinkAboutPark Board Minutes 04.07.2016 City of Laurel Park Board minutes Thursday, April 7, 2016 In attendance were Iry Wilke,Scot Stokes,Chuck Dickerson, Bruce McGee,Amy Pollock,and Gretchen Paulson. Absent was LuAnne Engh. Called to order at 5:30 pm. Others in attendance: Kent Harris, Rotary. Additional items for Tuesday City Council workshop from the Park Board: • None 1. Public comment None. 2. Vault toilets—Did Budget/Finance committee approve the request to release restricted funds? No. Per Kurt Markegard email on 4/7/16: "I have not asked Great West Engineering to proceed with getting cost estimates for the permitting and design work for bathrooms at Riverside Park. I will be finalizing the design specifications for the bathrooms and will be working with Great West in May to come up with the cost estimates for the park improvements." Steps to the process as we understand it: • Cost estimate—mid-May • Budget& Finance committee to approve cost estimate using Riverside Park restricted funds • City Council to approve spending from restricted funds by Resolution, possibly by June 21? 3. Report—Pool Committee • IARC—email from Colette Decker read,see attachment. • Iry spoke of a conversation he had with Mike Whittaker. These were items they discussed: If we have the pool heated,get a cover for the pool to help retain the heat;a liner may be cheaper than painting since all concrete leaks;a concession stand would generate some revenue. 4. Leases— • No leases are currently on the agenda. • Laurel Rod&Gun Club is still persuing to have the log building they use be gifted to their group, currently waiting for City's response. • Should there be a lease with the Laurel Rifle Club—they are using the building for shooting events. Scot to ask at next council meeting about the Rifle Club and use of the long rifle club building. 5. Riverside Park Plan— • We reviewed the items discussed in#2 above. • The main objective at this point is to get the vault toilets permitted and installed—waiting for cost estimate to go to Budget& Finance committee. 6. Discuss combining committees with Park Board. The Cemetery commission and the Tree Board are all under the budget of Public Works,so it would make sense to combine the groups to be more efficient with volunteers time. The Montana code states what each municipality must have to get business done. Local ordinances and resolutions have created the committees and boards we have now. If these are amended,then the duties of the newly revised board should be amended within the Laurel Municipal Code. 7. Other items. Bruce mentioned a new industrial park by Zito Brother's LLC is trying to go in next to Riverside Park. There is a public hearing on April 19 at 9:30am at Yellowstone County Courthouse. Priority list of improvements requested by the Park Board for permitting: 1. Install vault toilets&ADA ramping 2. Open campground—(Jaycees to manage)Add bbq pits,upgrade tables,add fire pits and shelter(similar to Thomson park shelter). 3. Add playground equipment—flow through materials,tables and/or benches 4. American Legion building improvements—septic tank and drain field work and fix bathrooms. 5. Clean up metal at old dump in back of Riverside Park—previous estimate sent to Kurt Markegard from Billings metal company to come and do clean up work. May 5 at 5:30pm Agenda items: • Vault toilets—update on progress • Report- Pool Committee; update from LARC; ideas to heat the pool and budget funding to support it? • Lease negotiations—update on discussion of gifting LRGC building; update on discussion about LRC building use • Riverside Park Priorities for Improvement—next step? • Has Laurel received a cost estimate from Great West on Riverside Park permitting • Discuss combining committees with Park Board—Cemetery and Tree Board? When will the groups meet to discuss?
