Public Works Meeting November 8, 1999
1. Garbage collection Sun Haven Trailer Court.
A misunderstanding has occurred between Public Works and the new owner.A few months back
he called wanting to know if he could install water meters in the court.This can be done.If the
City is going to read them and bill the occupants they each require a curb stop and a remote read.
The owner only wants us to read our master meter for the whole park and he will be responsible
for the bill.
The second question was garbage pick up, the problem. I may have been in error and told him he
could pick up the garbage. City Ordinance requires all residents to participate in our garbage
system. My normal response to these types of questions is to say I will have to check the
ordinances.
I did not call him back. On October 27th I received a copy on new rules mailed out by the owner
to the occupants. It indicated the owner was taking over garbage collection with 90-gallon cans
and once a week pick up.
Solution:None,we can put the park on once a week pick up with 90-gallon cans,or leave it as is
and we bill the park. All residents must participate in the garbage service. We receive requests on
regular bases from business to haul their own garbage.

3.Emergency Generator Water Treatment Plant.
We have checked into having a generator in reserve for the last day of the year for a Y2K
problem. Cost is$4500.00 to reserve generator in Billings.Time to wire in to plant about 8 hours.
The $4500.00 will keep the generator at the supplier's yard for us only.
3. EPA Grant 300000.00 Sustainable Development—We are in program April 2000 they will
announce who gets it.

9. Complaint from Mr. Bob Robinson on Thomae Lumber using Washington Street as
an unloading area. The Street is torn up form the Forklift.
10. Log Cabin update.
Thomae Lumber:
The company has ruined Washington Street. At some point in the past the City Council
put in place the attached ordinance. The ordinance allows unloading of fright at this
location.
Do we repair the road as normal? This still would not support a forklift. The repair would
have to be done every few years.
Or do we dig out the section of street rebuild the base and have hot mix asphalt placed at
6 inches thick.
• With the ordinance on the books it seems the City will have to bear the cost. I will ask
Thomae to pay the difference but I doubt that he will want to.
The ordinance should be changed or rescinded. If we are to allow this than the business
getting this privilege should be required to construct the area to support the equipment
they use.

Log Cabin:
The work is in progress. Some of the windows were found to be rotted out to the point of
needed to be replaced. This was not in the original estimate.
The power drop connected to the building for part of fireman's Park is direct from the
pole with out meter or breakers. This was not in the original estimate.
To clean up the appearance the Lawn Sprinkler control box will be moved to the rear of
the building.
These extras are estimated at $5500.00. Cal indicated we could get this out of the latest
CETP funds.

Re: Meeting, dates time for 1999
As you know the City of Laurel is attempting to cut down on the number of monthly
meetings. This is being done mostly for my benefit.
The Public Works Committee is not an official committee at this time. The City Attorney
is working on ordinance revisions that would allow this. Presently we are meeting as a
joint meeting of the following committees.
Parks
Street and Alley
Public Utilities
One of the issues from the past separate meetings was quality of minutes from each. The
joint committee is held in the Council Chambers using the recording equipment. The City
council secretary also attends these meeting.
We are also trying to operate from an agenda of items.
The goal is to have input into the activities of Public Works when needed. My personal
goal is to raise the level of issues to the substantial needs of the Public Works department
and its division's i.e.,rate structures,programs and operational objectives.
The need is to keep the committee members involved. Toward this end minutes will be
sent to all members.

1. John Oakes—Complaint Village Sub.
2. Purchase of tractor—Budgeted this year.The unit will probably be a skid steer unit.The crews have
been testing several models for ease of use/and maintenance.
3. Sweeper Specifications go out on the 3/17/bid opening on 4/5/99.
4. DNRC grant for ditch at Willow Dr. applied for should hear by the end of March.
5. Fiberglass Structures is working on cans that will not tip in the wind.

6. Leases at River Side Park.We do not have the information back from MMIA.The Lease's were not
ask to attend this meeting.As soon as we get the information they will be informed.
7. Fireman's Park.Reserved for September 12th 1999.MS Society bike tour fundraiser.
8. Pool Manager for this summer is hired.The advertisement for lifeguards is out. The Asst.Manager and
Head Guards will be selected from the applicants.
9. Electricity at Thomson Park.This needs to be discussed;the Firemen may look at alternate site for year
2000 fire works display.
10. Police Department will address trespassing at Thomson Park.PWD sending request.
11. Park at Fir Avenue.YMCA held meeting with regional advisor on 3/2/99.The group discussed on how
they would get started raising funds.The lease of the Park is a viable way to go when they can afford
to move.
12. Riverside Park water line for camp spots scheduled for this spring.Tree removal of several trees also
slated this spring.
South Pond—History document complete.Council tabled changing the name to Laurel Lions Fancily Park
until history was documented.The Walkway berm is to be completed this month.On 3/29/99 pumping will
begin with expected gravel removal to start 4/5/99.The water and sewer line is budgeted for in 99/20
budget.
Public Utilities
13. Pumps are in for Water Plant—mounting brackets are back ordered.
14. Cenex will be using 50900tbarrel of treated water about April 6th to test pipeline.
15. The easement for our water line is in progress. Goal is to annex Water Plant, Sewer Plant and
Riverside in late April.
16. 4 million and 1.5 million-gallon tanks are scheduled for inspection in late April.
