1. Parking—time extension Palace Bar and Lanes
The Palace is in negotiations for property to build a lot — this is a joint effort of area business. They are
questioning the impact of diagonal parking. Public Works is recommending extension of time; diagonal
parking if approved after test period should not have effect on required parking spaces.

We have several situations in Laurel where there are two houses on one shut off, owned by one owner and
rented out,with each rental water service being in the renters name. If one is delinquent we cannot shut off the
account. The new rules and regulations will require the property owner to put accounts in his or her name. The
rules also require a separate curb box for each residential unit. We can still bill the address but the property
owner will be ultimately responsible for the bill. The City should not be assisting landlords in costs in any
fashion. These requirements when adopted by Council will include existing properties.
6. Al Hicks — Well Driller — pumping water into the streets. We have numerous well being drilled. We mailed out the
attached information to local well drillers. The Well Drillers are attempting to say we are restricting their business and
are doing so because we do not want wells in the City. This is not true we are following City Ordinances and the more
wells we have the less demand on the water system. This issue stemmed from citizen complaints about sand and water
standing in the streets.

Recommended low bid of Midland Dodge --$4.90 diff in low bids do we stay
with local business. It will cause dodge a concern and they may quit giving us
quotes.
2. The High School will be using the parks this August for Soccer training.
3. Needs assessment -first phase of OP program.
4. The Fish Wildlife and Parks have a grant available for park development. We need to
apply for it to be used at Riverside to provide control of vehicles.
5. Water leak on Bear tooth Drive. Turned out to be service line, because of costs owner
was very upset we reexamined cost and adjusted them. This has brought up again the
need to develop a service line replacement fund.
6. LRL request to close First Street from First Ave to 2nd Ave every Saturday starting July
15th to October 7th every Saturday weather permiting.
7. South Pond electrical installation—to run from closest power pole to new rest room
building$4837.00. City installed under ground conduit. Ace electric has yet to price out
breaker box for park.
8. Control of Parks—To be included in our Rules and Regulations. This must happen if we
are going to maintain control and cause groups to clear activities, plantings, construction
in the parks
9. Casa Linda—responses to having City replace curbs to correct the obstruction that
residents placed in the gutter.

Review of Solid Waste rate increase proposal. —Town meeting date set for April 12,
7:00 P.M. City Council Chambers. The information is ready to present. Committee to
critique presentation.

1. Baby pool — The pool is not connected to the chlorine system of the pool. Presently we are
chlorinating each morning and it is closed at noon and chlorinated again by mixing a chlorine
solution in a bucket and poring it in. This takes a period of time to mix with the pool water. The
state is aware of our operation and we do not have a method to provide constant chlorine levels..
2. Swimming lessons during the season. We receive numerous complaints from parents that do not
feel their child (a) has enough attention (b) has too much attention (c) we are not teaching them
properly. A suggestion on swimming lesions is that a parent, guardian or adult be in attendance in
the pool in the water with their child to teach a child to swim. We provide 1 instructor.
3. Boulevard trees in the business district have grown to a size they are becoming a problem. Attached
is information from the Chamber of Commerce. It is my understanding that each business planted
and paid for the tree in front of their property.
a. The trees have pushed the sidewalk up around most of them.
b. The planting for beautification would need to be expanded further east and west on main and 1st
street.
c. If the city were to take this over tree work it would have to be contracted out.
d. Because the trees have pushed the sidewalk up around the base we will be ask to correct the problem.
In checking with several cities that have trees planted in the boulevard the responsibility for the tree and
its existence or not belongs to the property owner as well as the replacement curb gutter and sidewalk.
Public works recommends that we notify the chamber of this and they can notify their membership.
The removal of trees or replanting of trees in the business district will be of concern for the Laurel
Revitalization efforts as they work to improve the district. This is also true of curbs gutter and
sidewalks.
4. Lights at the Ball field—Mark Mace
5. Diagonal Parking on 1st Ave, Montana, Colorado, 2' Ave. Do we want to try this on a temporary
test. Traffic Safety is opposed because of safety records.
6. Curb obstructions on 10th Ave circle. Bids are in to rebuild the drive approaches. This is an area that
we need to decide if the City is going to bear the costs of citizens obstructing or altering City owned
property for their use. The bid is attached—it dose not reflect City cost to administer this correction.
7. Fences- Attached is information on proposed fencing projects. We have budgeted for them except
for the fence at the shop. We are trying to get a handle on our material stored and to prevent
contractor dumping on our property.
8. Old asphalt piles — Some years back the Public Works Director had the crews pile asphalt removed
from areas of the City in the public right of way of 8th Avenue. This is south of ACE electric. Past
practice was to bury in or depose of it in any fashion. The crews are presently going through the pile
with a backhoe. We have contacted Eagle Services out of Roundup to grind the material so we can
reuse it. They are charging $2.00 per yard if we load it into the machine. The work will occur in the
next couple of weeks depending on weather. In the future asphalt will be separated when removed
from the surface and stored with in our storage area.
9. Street sweeping —The City has never swept streets except in the business district. We are planning
to start a City wide street sweeping program. This will be started in the spring and will take a
substantial dedication of manpower. The curbs in many areas are completely covered and it will
require a loader and dump truck to clean them. Because we will have a loader out we will be able to
clean under the trees that have low hanging branches.
The trees need to be cut to a height of 14 feet above the streets. This has never been required in the City
of Laurel. The regulation is in or rules and regulations that are about ready for adoption. Because we
have never required owners to maintain the trees we need to decide if the City will do the trimming to
14 feet the first time or do we begin ordering owners to cut the trees.
With the above in mind I ask for price quotes from Magnus Tree Service and Trees on The Move.
Magnus came back with the following.
He checked 6 streets on the south side and counted 224 trees that hang below 14 feet. He would charge
$80.00 per tree. This comes to $17920.00. This would require a three-year commitment by the city in
that he would purchase added equipment.
Not covered are any trees that are unsafe and need to come out or clearing around stop signs and
streetlights. The unsafe trees could be handled separately by notifying the owner that they must remove
the tree and they could contract with someone to take it out. Or the city could do it and charge it on the
taxes. He would charge $150.00 per tree up to 16 inches Dia.
We need to get to a point that the sweeper can move along the gutter cleaning the street.
