Dear Mayor Olson and Council Members:
The 2006 Wastewater Improvements project was advertised three times beginning on July 26, 2006 and
ending on August 10, 2006 in the Laurel Outlookand the Billings Times. A mandatory pre-bid
conference was held on August 14, 2006 and bids were received on August 22, 2006. Bids were opened
and read aloud by City Clerk Mary Embleton. COP Construction LLC and Western Municipal both
submitted bids. The apparent low bidder is COP Construction with a bid of $1,221,614.00. A copy of the
bid tabulation is enclosed.
Upon review of the two bids, we f'md COP Construction to be the lowest responsive bidder and
recommend awarding the project to COP in the mount of $1,221,614.00 pending approval from the
Montana Department of Environmental Quality. This bid is based on using RCP pipe. If the City of
Laurel decides to use PVC pipe, the total bid mount would be $1,311,457.00. This bid is contingent on
adequate funding being available.
A packet of information will be forwarded to the DEQ for review once all of the requested items are
received. As always, we appreciate the opportunity to work with the City of Laarel. Please call if there
