Members Present: Others Present: Doug Poehls Norm Stamper Jan Faught Rick Musson Mike Zuhoski Pat Kimmet Darrell McGillen Jim Ziegler There was not a quorum present at the meeting. Fire Department Mutual Aid Agreements Chairman Doug Poehls introduced Darrell McGillen and Jim Ziegler who were representing the fire department. Darrell spoke regarding the fire department's mutual aid agreements. These mutual aid agreements are with the City of Billings dating back to 1976, Park City dating back to 1980, and Cenex Refinery dating back to 1975. It was mentioned that these mutual aid agreements are in resolution form and the fire department feels it is time that they are updated. He explained that a mutual aid agreement is a contract that represents two departments that have an equal support of equipment and personnel to be dispatched and provide aid, either as a standby unit or as a combat unit. Chairman Doug Poehls suggested a task force be formed to look at updating the agreements. Darrell and Jim agreed to be on the task force committee representing the fire department, Pat Kimmet will assign someone from the Cenex Refinery, and the chairman of the task force will be Alderman Norm Stamper. Norm will set up a time for the task force to meet. Ambulance Mutual Aid Agreements Jan stated that the ambulance's mutual aid agreements with Joliet and Park City are also several years old. They were updated in 1991, which is more recent than the fire department, and she questioned also updating them. Chairman Doug Poehls suggested the task force committee first look at updating the fire department's agreements and see how that goes. City Dog Ordinance Police Chief Rick Musson mentioned there is nothing new regarding the city dog ordinance. He said the biggest issue is with vicious dogs and noted that at this time there is a vicious dog being held at the Billings animal shelter and the fees are adding up to a large dollar amount. He said it takes time for the legal process in such a matter. Rick stated there possibly is a need to have a work session to review the city dog ordinance and to see if there could be any changes. Park Curfew Hours Alderman Norm Stamper said there is a task force looking at recommending hours set for specific areas of city parks, such as the Thomson Park picnic shelter and the Kids Kingdom. The neighbors have expressed a big concern with the amount of kids hanging out at the picnic shelter late at night. This situation is getting real bad, regarding noise and possible vandalism to tables and benches pertaining to skateboards. Norm said the task force update is on the agenda for the workshop next Tuesday evening, August 29th. Tim O'Counell will be invited to come to the workshop. He lives across the street from the picnic shelter and has suggested limiting the hours that kids are allowed to hang out at in the picnic shelter or park. Chief Musson stated that having the curfew for the shelter would give the police officers the opportunity to send the kids home. The officers can now stop and check out the crowd of kids and suggest they go and hang out at their homes, but cannot enforce it. It continues to be a problem where the kids congregate and then they are continually chased away, till they find another place. The task force will discuss this at the next workshop. New Committee Members Chairman Doug Poehls asked for suggestions of new members to the Emergency Services Committee as a couple members have moved away. Respectfully submitted, Neva Hall Secretary
