Promote the preservation of historic buildings, sites or neighborhoods. II. Increase community awareness on the benefits of historic preservation activities. III. Promote increased awareness of preservation activities and the work of the YHPB by the four governing bodies represented on the Board IV. Comply with the duties and responsibilities of historic preservation organizations under the State Certified Local Government program and the requirements of the inter-local agreement. FY05 Projects 1. Prepare Power point/web site presentation on architectural forms and styles of Billings South Side neighborhood. Identify styles and find the buildings and Host Programs. Time Frame: . Prepare summer 2004 and present fall 2005 Who: Western Heritage Center(WHC) July-March: 1st Draft completed and presented to YHPB at October Meeting, reviewed with SHPO and to presented to South Side leadership in January and Community Development Board in February. The Southside Power point presentation on architectural forms and styles will be available on the YHPB website by June. 2. Complete monthly web site updates on activities and programs. Add information and photographs on all local National Register sites. Add link to National Park Service's technical resources to the site. Time Frame: Ongoing Who: WHC July-March: Updates completed &Contact information revised. New Board Member and 3. Update the- Yellowstone Historic Preservation Board brochure. Include information on WEB site and contact information for historic preservation concerns. Time Frame: Fall 2004 Who: WHC July-March: Updated brochure completed and presented to Board in January 2005 1 • 4. Initiate update on the Walking Tour booklet including eight additional historic properties in the Montana Avenue corridor, properties in the community that tell the story of a segment of the city (example of the O'Donnell, Moss and Castle historic residences) and brief biographies of J.G. Link and Chandler Cohagen. Time Frame: Fall 2004 Who: WHC July-March: Project delayed due to priority work on Historic District expansion. 5. Present Eugene Carroll Award and Host Annual Breakfast Roundtable — Tuesday, March 15, 2005 at the Billings Railroad depot Address sound system concerns and provide display tables for others with project information, blueprints etc. Time Frame: Winter 2004 Who: Committee/WHC Jul March: Eugene Carroll Award Presented d to David Eckroth and Harold Hagen at March 15th Roundtable. Complete consideration of creation of Old Town Historic District. Time Frame: Summer& Fall 2004 Who: Committee &HPO/WHC July-March: In December a decision was made by the YHPB to apply for funding through the Downtown Partnership to complete the needed survey work. This decision was made after reviewing the documentation required to pursue National Register status for the 2600 block of Montana Ave. Additional resources are needed to pursue further expansion of the District in a timely manner that currently available to the YHPB. Continued expansion of the existing Billings Townsite Historic District was approved by the YHPB in August. The intent of the board's action is to include areas adjacent to the existing district in the district where the expansion is supported by the property owners. A survey of property owners was completed and final results reported to the Board in August.The results indicated broad support for the district is most of the proposed area with the exception of the south side of the 2700 block of Minnesota Ave. Additional input from property owners on this block is required to determine the level of support or opposition to inclusion in the district. The decision was also made by the board that the existing Billings Townsite Historic District would be expanded instead of creating a new"Old Town" historic district. The YHPB,working in partnership with the Western Heritage Center, gave two presentations to the Urban Design Committee of the Downtown Billings Partnership to hire a consultant to complete a historic inventory of fifty-two properties that may be part of the expanded Billings Town site District. The grant proposal was accepted and the work in now on- going. 10. Nominate expanded Montana Avenue Historic District to the National Register Time Frame: Summer 2004 Who: HPO/WHC July-March: Nomination materials for the National Register completed for the 2600 block of Montana Avenue and submitted to SHPO for review 11 . Adopt standards for new construction in historic district. Time Frame: Summer 2004 Who: Committee&HPO/WHC July-March: Draft Standards completed by subcommittee and considered by YHPB in August. Public comment from property owners will be pursued prior to continuation of process to revise the zoning ordinance to include the new standards. 12. Prepare PowerPoint / web site presentation on architectural forms and styles of rural Yellowstone County. Identify styles and find the buildings. Promote additional nominations for the National Register. Assure resources are available for property owners, such as literature and technical assistance. Coordinate with the local school districts to promote increased awareness of local historic preservation work - explore the utilization of a historic preservation trunk for schools, including a trunk that focuses on math and architecture Time Frame: Spring 2005 ?
