Jim Kraft, LEPC Chair called the meeting to order. Introductions were made.
Minutes from previous meeting were approved as read.

° = Create a Communications Subcommittee-fJ M-1Graft
The issue of how we communicate in times of disasterfreeds to be revisited. A subcommittee is being formed to
draft a communication plan. Members of the committee:

Jim Kraft read a brief summary of the letter on behalf of Burlington Northern and Santa Fe Railway. BSNF would like
to invite the members of the LEPC to participate in a training session on June 10,2002.
DATE: JUNE 10,2002
TIME: 8:00 a.m.
LOCATION: Billings Fire Department,Fire Station#1
Training Room,2300 9th Avenue North.
CLASS SIZE: Limited to 40

The training portion of the program will be in the morning and a tour/exercise of the TRANSCAER Training Tank Car or
TTTC will be in the afternoon. The TRANSCAER Training Tank Care is a re-built tank car that is now a rolling
classroom. It is equipped with valves and fittings from both high pressure and low-pressure tank cars. The morning
session is approximately 3 hours classroom time. The afternoon session will be at the EXXON/Mobil facility and is a
hands-on and will last approximately 2 hours.

3. Airport-Family Assistance Drill [Joe Marcotte]
Plans for the Airport drill scheduled for May 16th @ 10 a.m. continue. Joe reported that it was his understanding that
Mike Glancy with the Airport would be meeting with some of the"victim"volunteers to give them a complete overview of
their role and what they can expect to happen during the drill.
4. Domestic Preparedness Equipment ant.. :
Applications or requests for funding will be submitted by the LEPC. Jim Kraft suggested that all requests be reviewed by
the LEPC prior to being submitted to the State. Members of the review committee should be representatives from
Yellowstone County DES; Billings Fire; Lockwood Fire;Yellowstone County Sheriffs Office; Deaconess and St.Vincent.
The deadline for submitting grant applications is June 1$'.
Member Reports
Red Cross: Heroes Breakfast nomination forms were distributed.
Exxon: New 800mhz radio system has been installed and is operational. They now have the ability to communicate
easily with the other 2 refineries(Conoco&Cenex)who have already converted to 800mhz.
DXP: Customer Appreciation Day is June 21st. Additional information will be distributed. Also during that week they
will be hosting a safety shoe event
BFD: Continuing education training at the Hazmat Tech level. LEPC members are invited to attend. Contact Training
Officer Frank Michaud,6578431 to make arrangements if you have individuals who want to attend any of these
sessions.

All individuals attending the outdoor session should come prepared with solid footwear (work boots, hiking boots, or
footwear with a solid sole and defined hno|),glovex,and safety glasses. BNSF will provide a certificate of attendance for
the training session.
3) New York Experience[Doty[n|burg-AmerioanRed Crossl
Doty Colburg gave a 15 minute talk about her experiences in New York as a member of a national level response
team. She reported that this was her first expenence as a volunteer at the national level and was very impressed with
the response. She stated that she was called to respond in the aftermath of the September 11th attack on the World
Trade Center in a training capacity—operational setting. She stated that initially,approximately 45,000-50,000 people
were displaced by the attack and looking to the American Red Cross for assistance. Aside from the obviuoo, an
astonishing number of people had to leave their homes due to shattered windows and the accumulation of dust. She
reported that the accumulation of dust was anywhere from 1"-2" to 18"deep in the surrounding areas. The cleanup
has been oolow and tedious process. A number of people have reported that even after their apartments were
cleaned and repairs made, that they were reluctant to return to their homes because of the smell.

Statistically speaking the American Red Cross had over 6.500 trained personnel off and on at the scene;
approximately 34.000 New Yorkers volunteered to provide additional help and that by the time she left from her
second "tour" at the incident, the Red Cross had served over 18 million meals and snackn. She stated that the Red
Cross will be assisting with the recovery in New York for another 3-5 years.
She stated that her experience was humb|in0, nxdUng, ownsome, inopihnO, and heartbreaking and oddly enough ...
fun and that she was honored to serve as a National Response Team volunteer. National Response Team volunteers
are required to report their availability to the State. They have a 24hr response window to get to the incident after
notification. They are required to make a 3-week commitment [except in the case of mental health care workers —
which is a 2+weekoomm/hnent].
When questions about, how is the Red Cross called and/or activated? She reported that the Red Cross responds to
over 62.000 calls per year. Mom Joohemo, Fire Chief stated that the Fire Department calls on the assistance of the
Red Cross on a regular basis. Most often,to provide assistance to families whose homes have been damaged by fire.
Mary related a story of one family who were the victims of an early morning Christmas Day fire and how the Red Cross
and the Fire Department came to the rescue,and that by 5pm that evening -the Red Cross had made arrangements
to get the family housed in a local motel,complete with Christmas tree and presents.

Travis reported that the 2002 Conference was successful. He is still waiting on a few outstanding invoices but expects to
have a financial report prepared for the May 14th meeting.
2. Exercise Design Committee[JooMarcotte, DBCl
Preparations for the full-scale,real-time drill continue. The tentative timeline appears to be to host a table top exercise in
anticipation of conducting the full scale drill in the fall of 2003. Reminders that the tabletop drill will be in the spring of
2003 and the full scale/real time drill in the fall. He also stated that they still have a major issue with communication.
