REPORT Jim Kraft reported a balance in account of$16,090.11. The only expenditure since the March September 2009
report was$63.13 for refreshments @ the Communication Team Leader Course.
COMMITTEE EXERCISE DESIGN COMMITTEE: [JEFF ASHWORTH,CHAIR] The will not be an

TUMBLEWEED HARMONY: Four(4) City joint exercise, June 23, 2009 @ 8:00 a.m., Mansfield Committee meeting in
Center(Billings). Check in for the exercise is 8:00 a.m. with the exercise beginning at 8:30 June due the Tumbleweed
a.m. The scenario is a terrorist type attacks using different methods for each attack, Harmony Exercise
including bomb/grenade; unknown white powder; chlorine leak; auto/IAD in the Cities of
Billings, Bozeman, Helena, Missoula.

NEIGHBORHOOD WATCH: The Map Your Neighborhood information is now part of the
Neighborhood Watch program conducted by the Billings Police Department.
NATIONAL PREPAREDNESS MONTH:
Working on activities for the celebration of National Preparedness Month in September.
DISASTER RESPONSE VOLUNTEERS
Joint training opportunity.June 18th @ 4-6 p.m.,MSU-Billings COT, Health Sciences Building,
3803 Central Avenue. Presentations by Disaster&Emergency Services; RiverStone Health
and Yellowstone Amateur Radio Emergency Services.
This is the beginning of a joint effort for volunteers of the Disaster Response partners of Citizen
Corp Council in Yellowstone County.

COMMUNICATIONS COMMITTEE[PATRICK O'NEIL,Chair]
No report. Joe Marcotte and Partick O'Neil stated that they are rethinking the focus of the
group.

BIG SKY 11 CONSORTIUM [JIM KRAFT]
Jim reported that the Dunn Mountain (Bull Mountains)and the Greenough Hill(near Laurel)site
assessments/impact studies have been completed and that construction may start by August
2009,depending upon order placement and receipt of the tower and equipment.
TRAINING SUB-COMMITTEE[MIKE GLANCY/PAUL DEXTRAS]
DHS Sponsored Training: Terrorism Awareness: Protecting Soft Targets (Train-the-
Trainer) June 16-17,2009.
Randy Middlebrook, Critical Infrastructure Protection Program Manager for Montana
Homeland Security Montana All Threat Intelligence Center. Office (406) 444-1315 reports
that this training was held in Missoula,MT,March 18-19,and was a great success.
A second seminar to be held in Billings, MT, June 16-17 at the Hilton Garden Inn, 2465
Grant Road. This two-day course is to provide training to security trainers within soft target
venues, including hotel/casinos/resorts, large shopping malls, schools, medical facilities and
large audience special events.

ICS-400: August 31 -September 1 and September 14-15:
Two opportunities may be offered. Prerequisites for the class are the completion of all ICS
courses. Final details are pending.Contact Joe Marcotte for more information.
OLD ChemPack [Gerri Apuna]
BUSINESS ChemPack dispersement/response plan is complete. It has been reviewed and turned over to
Jim Kraft,Yellowstone County DES Director. Training on how to activate the ChemPack is the
final step.
Gerri reported that each County Statewide is responsible for the development of their own plan
and that the State has indicated that the Yellowstone County Plan is one to use as an example.
FAMILY ASSISTANCE NETWORK Group[Dan Bryan] Pending

OTHER PIO SPACE:
BUSINESS When asked about the space set aside for the Public Information Officers during a large-
scale event,Jim reported that a portion of the basement training room at Fire Station#1 has
been designated as the PIO area. It contains a large storage cabinet which houses
televisions and printers;a fold out screen for noise reduction.
Jim also reported that a number of improvements have also been made. Cell phone booster
installed in both the EOC and the fire training room; back up VHS radio; an additional
800Mnz and UHF radio. Ron Glass reported that the Radio Club has upgraded their radio
system. Future improvement include new chairs and LCD projector.
EOC FUNDING:
In January the DPHS notified them that there were carry over funds available.An application
was submitted and $17,000 was awarded to upgrade the EOC; purchase audio/visual
equipment and funding to assist with the Ready Yellowstone web campaign.

DXP 11th Annual Customer Appreciation BBQ, Friday, June 12th 11:00 a.m. -2:00 p.m., 111 South
27th Street. All are welcome to attend.

NATI'L WEATHER Reported that they have been working with the Mustangs and Dehler Park to develop severe
SERVICE weather announcement for the park and provide storm ready awareness.
They also reported that on August 3rd, is Severe Weather Awareness Nite at the ballpark. The
329 Club has been reserved for family and friends. $15.00 per person. More information to
follow.
Lightning strike stats:There have been 20,000 less lightning strikes than this time last year.

BILLINGS FIRE Reported that the City has entered into a contract with GeoCom to assess the existing radio
system for the City and make recommendations for the director of future growth and/or
replacement. The Sprint/Nextel re-banding process continues.

LAUREL FIRE Nothing new to report
AMERICAN RED Announced the retirement of long time volunteer Gene Gunter. The contact number for
CROSS activating the Red Cross is ARC MONT. Reported that they have approximately 17 volunteers
as they re-establish themselves within the Billings Community.
EXXONMOBIL Reported that everything is going smoothly at the plant
UNITED WAY Reported that they have 25 volunteers and are planning another orientation session soon.

LAUREL POLICE Nothing new to report
LUTHERAN Reported that they have been working with Pam Sanderson/United Way to develop and
DISASTER notification/activation plan for their group.
