HomeMy WebLinkAboutLocal Emergency Planning Committee LEPC Minutes 09.10.2009 • LOCAL EMERGENCY PLANNING COMMITTEE 2305 8TH AVENUE NORTH—BILLINGS,MT 59101 JOE MARCOTTE,CHAIR SEPTEMBER 10,2009 MINUTES MINUTES SEPTEMBER 10, 2009 The meeting was called to order @ 1:30 p.m. INTRODUCTIONS AGENDA ITEMS DISCUSSION ACTION STEPS 1 FUTURE EVENTS MINUTES Minutes from the previous meeting approved as amended and re-distributed on 8-14-09 [Ashworth/Sanderson] FINANCIAL QUARTERLY FINANCIAL REPORT[JIM KRAFT] Next report due REPORT Jim Kraft reported a balance in account of$15,249.18. No recent expenditures from direct LEPC funds. December 2009 Some expenditure occurred that were covered by the CRI grant to outfit the"PIO Comer"in the EOC. These amounts were approximately $8,000 on a pass-through grant and $20,000 from RiverStone Health. COMMITTEE EXERCISE DESIGN COMMITTEE:[JEFF ASHWORTH,CHAIR] REPORTS VIGILANT GUARD EXERCISE: September 15-16-17/Helena: Joint force exercise/State National Guard. Next Meeting: Five teams to be invited. The exercise is happening on schedule. A couple of Billings's agencies are September 22th participating"from a distance." 10-11 a.m., Billings Clinic,Room #1 OPERATION COYOTE 2010:Jeff reported that initial planning stages for the Operation Coyote[County of Yellowstone Operating Together in Emergencies]2010 Exercise are under way. The general scenario will involve a hazmat (including regional assets), mass casualty, and mutual aid activation. CHS Refinery is hosting the"event". At this time,it is expected that some of the participants will include CHS Refinery, the Railroad, Laurel Fire Department; Mutual aid with Billings Fire, the Refineries of ConocoPhillips and ExxonMobil, YARES Radio club, Laurel schools, etc. More information will follow as plans and scenarios are developed. Proposed dates for the exercise are in late April or early May. It is anticipated that the exercise will be three to four hours in length. One focus will be to involve more communities(Laurel, Lockwood,Worden,Shepherd,others)in the exercise. GRANTS COMMITTEE[DIANNE LEHM,CHAIR] NO REPORT SEPTEMBER 10, 2009 MINUTES 2 LOCAL EMERGENCY PLANNING COMMITTEE 2305 8TH AVENUE NORTH—BILLINGS,MT 59101 JOE MARCOTTE,CHAIR SEPTEMBER 10,2009 MINUTES COMMITTEE CAER/CITIZENS CORPS[PAM SANDERSON] REPORTS Sheri Centifanto reported that CAER(Community Awareness in Emergency Responses)have a number of projects in the works. United Way Day of Caring. At the general meeting on the morning of 9/17,evacuation practice will be addressed. Ready Yellowstone.Com. There have been some"technical glitches"that are being resolved. The site should be functional soon. An update will be provided at the next LEPC meeting. A suggestion was made that perhaps we should access and display/demonstrate the site during a regular LEPC meeting so all can see its content. This will enable them to better promote its use. September 26:1st Annual Lowe's Safety Fair. The general theme of the fair is"Safety at Home". There are a significant number of groups planning to participate in the fair. The LEPC booth will be set up and materials distributed. The display will include information about Fire Ready Montana and Map Your Neighborhood. NATIONAL VOAD(VOLUNTEER ORGANIZATIONS ACTIVE IN DISASTER). A lunch meeting for VOADs is being held with one objective to create a resources list of local contacts. REMINDER THAT SEPTEMBER IS NATIONAL PREPAREDNESS MONTH COMMITTEE UNIFIED HEALTH COMMAND [DEBBIE HEDRICK] REPORTS Hilary Harris, reported the following: H1N1 Vaccines:Reports are that the vaccine will be coming to Billings. However at this time;they do not know the number of vaccines that will be sent nor the exact date it will be available. A distribution plan has been developed and is continuing to be refined. Seasonal Flu Shots:Flu shots will begin September 28. The exact dates and clinic locations will be published to area employers and via the newspaper and other media. More information to follow. Joe Marcotte reported that the progress on the conference is much farther ahead at this point in time than for several years past. Paul is in the final stages of confirming a few remaining speakers and will then finalize the conference brochure. Anyone with interest in assisting with the conference,please contact Paul at 248-6718. COMMUNICATIONS COMMITTEE[PENDING APPOINTMENT,Chair] No report. No new potential chair appointments have surfaced. BIG SKY 11 CONSORTIUM[JIM KRAFT] As reported last month, the Dunn Mountain(Bull Mountains)and the Greenough Hill (near Laurel)site assessments/impact studies have been completed and that construction is in progress on the Dunn Mountain site. Chief Dextras reported that the City of Billings is moving forward with review and decision-making related to 700-, 800 MHz, or VHF radios. The decision should be reached sometime in late September or early October. Simply put, there are four phases in the project study, decision, funding, and transition. Regarding the Nextel/Sprint re-banding project, there are several legal holds that have come about and delayed the implementation. There is not an estimate regarding the timing of implementation at this time. TRAINING SUB-COMMITTEE[MIKE GLANCY/PAUL DEXTRAS] Mike was not able to attend the meeting. No report given. Previously, Mike reported that he is compiling a list of trainers within our LEPC than can assist or even teach other members of our group or representative agencies. There are numerous members with expertise in various areas with training backgrounds that would be willing to"share"their knowledge, skills and abilities with others in our group as that is the reason why we took those classes. I also believe that would demonstrate to our community that we are committed to having a well trained,educated LEPC. Information needed: 1. Authorizing agency(CDC,FEMA,OHS,etc) 2. Title of course 3. NATIONAL WEATHER SERVICE(Tom Friedersl Severe Weather Awareness night at Dehler Park was held during a Mustangs game on 8/3. The event was well attended and received. Work is continuing on assisting purveyors of large-gathering,outdoor venues to develop severe weather plans. A suggestion was made to work with the Healthy by Design project. Hillary Hams is the contact. AMERICAN RED CROSS(Jill Washburn/Stephen LaFurge)A shelter was activated in Columbus in response to the Eagle Mount fire. 105 shelter agreements have been or are being reviewed and renewed. A suggestion was made from the group that the list be made available and/or kept in an accessible place in the EOC. The Red Cross is participating in three career fairs(Rocky Mountain College,MSU-Billings,MSU-Billings College of Technology)in the next month. The intent is to seek additional volunteers. Jill distributed new contact information and materials. They will be participating in the Vigilant Guard exercise. UNITED WAY VOLUNTEER CENTER(Sheri Centifanto/Pam Sanderson)a reception and orientation for the Volunteer Center is scheduled for September 24 at the United Way Volunteer Center.All are invited. United Way will also be participating in the Vigilant Guard exercise next week doing communications activities only to simulate the activation of the Volunteer Center. Pam encouraged all to use the website and to volunteer during the month of September. U.S.POSTAL SERVICE(Rae Ann Haight)Experiencing some business challenges working on shelter-in- place project. MT VOAD/LUTHERAN DISASTER SERVICE(Cliff Haaland)Lutheran Disaster Response will also be participating in the Vigilant Guard exercise. Cliff also reported that there is a web site for Montana- based VOAD. The link is MTVOAD.org. Cliff is also encouraging St.John's Lutheran Home to become more involved and connected to the emergency response/management process. Joe Marcotte reported that he has been contacted a couple of times in the last month by St.John's representatives about becoming more involved as well as some training opportunities. SALVATION ARMY(Ramona Bruckner/Kevin Jackson)Ramona introduced Kevin Jackson to the LEPC. Kevin is the new major based in Billings. New emergency/disaster canteen to be delivered and available for use by early November. LockwooD FIRE(Bill Rash)In the process of procuring portable repeater devices. CHS REFINERY LAUREL(Brad Kimble)conducting some tabletop exercises and ICS training. BILLINGS CLINIC(Joe Marcotte)conducted ICS 400 class on 8/31-9/1 with participation from Billings Clinic,RiverStone Health,and Missoula City/County Health. Joe will be conducting a second ICS 400 class on 9/14-15. There are a few seats left if anyone wishes to attend. Contact Joe to attend. Joe will be starting the complete ICS series again sometime this fall. Anyone interested,please contact Joe. Joe reminded all that there are a number of trainers in the area. Mike Glancy is trying to create a database of instructors for ICS as well as a number of other programs. Please contact Mike to provide areas for which you are able and willing to assist others.
