COMMITTEE EXERCISE DESIGN COMMRTEE:[JEFF ASHWORTH,CHAIR]
REPORTS Next Meeting:
VIGILANT GUARD EXERCISE: September 15-16-17/Helena: Jeff reported that the post incident report has October 27
not yet been finalized.
10-11 a.m.,
OPERATION COYOTE 2010:Jeff reported that initial planning stages for the Operation Coyote[County of Billings Clinic,Room
Yellowstone Operating Together in Emergencies]2010 Exercise are under way. The general scenario
will involve a hazmat (including regional assets), mass casualty, and mutual aid activation. CHS
Refinery is hosting the"event".
At this time,it is expected that participants will include CHS Refinery,the City of Laurel,Railroad,Laurel
Fire/Ambulance;Mutual aid with Billings Fire,the Refineries of ConocoPhillips and ExxonMobil,YARES
Radio club, Laurel schools, etc. The proposed date for the exercise was originally planned for May 5,
but may be changed to May 20.

REPORTS Ready Yellowstone.Com. Technical glitches reported at the September meeting are still being
resolved.
NATIONAL VOAD(VOLUNTEER ORGANIZATIONS ACTIVE IN DISASTER). A lunch meeting for VOADs is
being held with one objective to create a resources list of local contacts.
COMMITTEE UNIFIED HEALTH COMMAND [DEBBIE HEDRICK]
REPORTS H1N1 VACCINES:A shipment of the vaccine has been received and will be distributed to area residents
as outlined in the distribution plan.
SEASONAL FLU SHOTS:Vaccinations are currently underway.

FLU`DON'T GET IT..DON'T SPREAD IT
Brochures were distributed.The informational brochure covers basic steps on flu prevention,symptom
identification, treatments, and recommendations about when to seek medical care. It also contains
basic information on seasonal flu shots,H1N1 flu shot and who should NOT get a flu shot.
Basic Prevention Procedures include:
• Wash your hands often or use alcohol based hand cleaners with at least 60%alcohol
• Cover your mouth&nose when coughing or sneezing
• Stay home if you are sick
• Avoid touching your eyes,nose or mouth
• Get a flu shot

Patrick reported that the Communications Sub-Committee will hold their meetings 1-hr before the 12:30 p.m.Fire

TRAINING SUB-COMMITTEE[MIKE GLANCY/PAUL DEXTRAS]
Joe reported that Mike Glancy is seriously ill and that any future meeting of the Training Sub-
Committee has been suspended.Any future training opportunities will be emailed to LEPC agencies
as the information becomes available.
NEW BUSINESS ETHICS IN EMERGENCY MANAGEMENT[Joe Marcotte]
Proposed workshop using the Alabama model. The scope would not be restricted to health care
related decisions made during emergencies. Joe reported that he has spoken with Fred Naher,
Montana State Training office asking if they have considered or are making any plans to conduct an
Ethics in Emergency Management workshop at the State level.
EMERGENCY SERVICE FUNCTION
Joe gave a heads up that this assessment may be forth coming for Yellowstone County.
AGENCY EDUCATION SESSIONS(10 MINUTES)
It was decided that at the end of each LEPC meeting a different LEPC Agency would do a brief(10
minute)educational summary of their role in an emergency response.The role they will/can play in
an emergency response or event situation; their response capabilities and resources available to
them. United Way volunteered to make the presentation in November; YARES will be on the
December Agenda. Below is the tentative list of when your Agency is scheduled to make your 10
minute presentation. If I've missed anyone,please let me know.
