Actual LEPC Balance:$15,499.18 COMMITTEE EXERCISE DESIGN COMMITTEE:[JEFF ASHWORTH,CHAIR] REPORTS OPERATION COYOTE 2010: May 5,2010... Next Meeting: April 27th April 20th: Community Meeting in Laurel @ the Laurel School Admin building. 9:30 a.m. The list of volunteers to be evaluators has been confirmed. Twenty-three (23) victims have been Laurel School confirmed to participate,complete with'real'fake blood and assorted injuries,in the exercise. The plan is to have the City of Laurel, Laurel Police Department, Laurel Fire/Ambulance,Laurel Public Schools heavily involved in the exercise. GRANTS COMMITTEE[DIANNE LEHM,CHAIR] Dianne Lehn reported that there is not much new going on with grants and or new grant opportunities. HAZARDS MITIGATION—FUEL REDUCTION GRANT—SUB-DIVISIONS: Still pending ASSISTANCE TO FIREFIGHTER GRANT Dianne reported that she hasn't heard anything on whether or not any of the rural fire departments have received notification of grant awards. Also if you are interested in becoming a volunteer see www.youcanvolunteer.orq HEALTH&MEDICAL ADVISORY GROUP(HMAG)[DEBBIE HEDRICK] Greg Neill reported that in Yellowstone County H1 N1 as the primary focus seems to be winding down. He also reported that they are continuing the review of the medical portion of the Yellowstone County Disaster Operations Plan is being reviewed. He also reported that plans are in the works to test the medical help desk plan. CONFERENCE SUB-COMMITTEE[PAUL HUTTER1 Paul Huffer reported good news from the annual conference. Expenses were kept down and it looks like the final dollar amount to be split with the LEPC will be approximately$7774. A final expense report is still pending but he reported that the conference went very well and that it is him plan to convene the Conference committee and start planning for the March 2011 Conference within the next few months. COMMUNICATIONS SUB-COMMITTEE[PATRICK O'NEILL,Chair] May 13 Patrick O'Neill reported that the Communications Sub-Committee met at 12:30 on April 8th. The 12:30 p.m. inventory of community resources is underway as is the review of the Yellowstone County Fire Station#1 Communication annex plan.The next meeting will be May 13th @ 12:30 p.m. BIG SKY 11 CONSORTIUM[JIM KRAFT] No report TRAINING SUB-COMMITTEE: BASIC PUBLIC INFORMATION SKILLS/EFFECTIVE COMMUNICATIONS COURSE- MAY 11.13,2010 MSU—Billings,Student Union Building,Room 219. Tuesday,May 11,2010 0830-1600 Wednesday,May 12 0830.1600 Thursday, May 13 0830-1500 The Public Information Skills/Effective Communication Course(FEMA G-290) is an approved DES training program for use of EMPG funds. This program is intended for newly appointed PAO/PIO's, for those who would like a refresher, or for those whose emergency management responsibilities include public information and/or interaction with the media. The main objective of this program is to boost self-confidence in public speaking, developing a local PIO program and in working with the media. APRIL 8, 2010 MINUTES 4 LOCAL EMERGENCY PLANNING COMMITTEE 2305 8TH AVENUE NORTH—BILLINGS,MT 59101 JOE MARCOTTE,CHAIR MT Disaster and Emergency Services (DES) has developed and created the curriculum for the Public Information Skills Course using FEMA and other course materials from a variety of sources. This is a hands-on course with minimum lecture and maximum participation. You will be required to speak! The Public Information Skills Course provides emphasis on the skills and knowledge needed for emergency management public information activities. Topics include the role of the PIO in emergency management, conducting awareness campaigns, news release writing, public speaking and media interviews. See below for the registration form. L-449 ICS TRAIN-THE-TRAINER COURSE:June 14.18,2010,MSU-BILLINGS,Presented by the Center for Domestic Preparedness: Course Description - This course prepares participants to deliver AND/OR manage ICS curricula.While ICS 100 and 200 courses are addressed,the major emphasis is on ICS 300 and 400. Target Audience: Law enforcement, EMS, fire, hazardous materials (HazMat),public works,government,public safety communications,health care and public health. Pre-requisites: ICS-100 ICS-200 ICS-300 ICS-400 IS-700.a and IS-800.a courses offered by the Federal Emergency Management Agency(FEMA)or the Center for Domestic Preparedness(CDP) or equivalent agency.Participants must have worked as IC,command OR general staff positions on incidents that went longer than one operational period OR an incident OR exercise that involved a written action plan and involved multiagency coordination. Participants will agree to conduct or manage at least two ICS courses in their jurisdictions within 2-years of course completion. Physical location TBA. Registration Fee: $10.00. Registration Deadline: May 28, 2010. Application is amended to this document. CRISIS LEADERSHIP FOR LOCAL OFFICIALS-JULY 12-13,2010• HILTON GARDEN INN BILLINGS. The National League of Cities (NLC) in cooperation with the International City/County Management Association (ICMA) will be conducting an emergency training program "Crisis Leadership for Local Officials" funded by the Department of Homeland Security. This two-day program is intended to educate local leaders about their role in emergency management as well as support the National Preparedness Goal of meeting specific national priorities of expanded regional collaboration, as well as strengthening information sharing and inter-operability communications. The course will help improve intra and intergovernmental coordination, communication, and mutual/automatic aid during and after a disaster. Pre-requisite: Should be familiar with your local emergency operations plan and have taken the IS100, IS700A and IS800. This course will effectively address the four missions of emergency management, prevention, protection,response and recovery. COURSE OUTLINE:Identify hazards that impact your community and region. Identify your community and region's emergency management structure. Identify the critical roles and responsibilities of local elected and appointed officials before,during, and after emergencies. Identify the types of resources in the community and region. Recognize your community and region's limitations and how to access additional resources. To register or learn more about the training course,visit NLC's website at http://www.nlc.oro NEW BUSINESS AGENCY EDUCATION SESSIONS(10 MINUTES) U.S.MARSHAL'S SERVICE The U.S.Marshals service is the nation's oldest and most versatile federal law enforcement agency, serving the country since 1789. Approximately 4,900 operational and administrative employees. Major program areas include fugitive apprehension,protection of the federal judiciary,Witness Security Program,federal prisoner production, prisoner transportation by ground and air, and asset seizure and forfeiture. Most recently, the U.S. Marshals Service has been the designated as the agency to enforce the 2006 Adam Walsh Child Safety&Protection Act. The U.S. Marshals Service has four Incident Management Teams [IMT] ready to respond to any crisis or incident of national significance. Each IMT consists of 2 Chief Deputy U.S. Marshals, an Administrative Officer, a trained EMT, an Inspector from the Technical Operations Group, and 2 Information Technology Services representatives.The teams received special training&emergency response equipment. In addition, our Tactical Operations&Special Operations Groups are readily available to assist the Incident Management Teams when called upon. Typically the Teams only deploy when ESF-13- Public Safety and Security Annex,National Response Plan is activated under NIMS. ESF-13 provides a mechanism for coordinating and providing Federal to Federal or Federal to State public safety and security support to State and Local authorities to include non-investigative/non- criminal law enforcement, public safety and security capabilities and resources during potential or actual incident of national significance. It is generally activated when State and Local government resources are overwhelmed. To date,we /-N have responded to incidents that involved earthquakes, flooding, wildiand fires, protests, federal facility and dignitary protection. To support the Incident Management Teams,our Mobile Command Center is a self-contained operations center available to support federal, state and local law enforcement and emergency management operations world-wide. The Mobile Command Center is essentially a 40ft Kenworth T800 chassis equipped with a radio dispatch center,weather station,television,computer and cellular satellites,conference room,galley, generator and external monitoring cameras.
