INTRODUCTIONS AGENDA ITEMS DISCUSSION ACTION STEPS 1 FUTURE EVENTS MINUTES Minutes were approved as distributed,with 2 corrections. A corrected copy of the October 14,2010 meeting minutes will be distributed via email. FINANCIAL QUARTERLY FINANCIAL REPORT[DUANE WINSLOW] Next Quarterly Report: REPORT Financial Reports are given quarterly:March,June,September,December December 2010 Balance in account approx.$22,000. Encumbered$4.086.03(balance of Health Grant for`Ready Yellowstone"campaign). Balance:approx.$18,000 COMMITTEE EXERCISE DESIGN COMMITTEE:[JEFF ASHWORTH,CHAIR] Next meeting: REPORTS Nov 2: Table top exercise — National Weather Service. Volcano/Yellowstone Park. Jeff November 23,2010 reported that the NOAA sponsored exercise was a great success.Approximately 116 Mary Alice Fortin people attended.Tom Frieders will present a full report at the December meeting. Center, Room E(next to the Dec 2: Live&Table top exercise-St.Vincent Healthcare:Helicopter'hard landing' cafeteria) 10-11 a.m. April,2011:Real time exercise—RiverStone Health—Activation of the National Medical Stockpile. May,2011: Real time exercise—Airport—National Aviation Week-plane crash/westend of the field. FAA requirement. Plan is to use multiple victims without putting a burden on AMR.The exercise will focus on 4 parts: NIMS ICS system;controlled staging area; will run full-time responses;staffed access checkpoints. Unknown: Real time exercise—MSU-Billings Campus—gunman/shooting.Planning stages only. 2015 'Vigilant Guard"Exercise.Last month the Yellowstone County LEPC voted to propose Yellowstone County as a location for the 2015 Vigilant Guard exercise.Jeff reported that in the past month,a number of other communities have expressed an interest in also being the host site.At this time no location has been selected and plans are still in the preliminary stages. NATIONAL GUARD—FLOOD SCENARIO—YELLOWSTONE&TONGUE RIVER ICE JAM Charlie Hanson reported that the Montana National Guard is planning a table top exercise in Helena February 16-17. Local EOC's can and are encouraged to participate. MONTANA READY: DISASTER PREPAREDNESS 2010 CONFERENCE.December 14&15,2010,MSU-B Downtown Campus,2804 3rd Avenue North,Billings,MT. A meeting of the steering committee for the pre-disaster mitigation plan is scheduled for next week in Duane's office(Yellowstone County DES) No information has been posted or received regarding the SERC training grant. CAERICITIZENS CORPS[PAM SANDERSON] Volunteers are always Pam was unable to attend.Her report was emailed to Joe Marcotte. Joe reported that work continues needed. Ideas for Day of Contact on a plan to identify at-risk and/or special needs populations.Volunteers are still needed. December 2,2010. TRAINING SUB-COMMITTEE:[MIKE GLANCY] November 29-30—Joe Marcotte will teach IS-300. Seats may be available. December 16-17—Joe Marcotte will teach IS-400. Seats are available. COMMUNICATIONS SUB-COMMITTEE[PATRICK O'NEILL,Chair] November meeting No report. cancelled COMMITTEE CONFERENCE SUB-COMMITTEE[PAUL NUTTER] MSSC:248-6178 REPORTS In the absence of Paul Huller who is on the road, Joe Marcotte stated that speakers, including the keynotes have been confirmed for the upcoming 2011 Conference scheduled for March 2-3, 2011 and that plans are underway for the 2012 Conference. 2011 Conference registration information can be obtained by contacting Paul @ MSSC. The question was raised about scholarships for the Conference.Joe stated that it has been discussed in the past. AGENCY REPORTS LAUREL POLICE DEPT: Rick Musson. Agenda item for December discussion.Yellowstone River Bank Erosion disaster plan. Suggestions included adding it to the pre-disaster mitigation plan;planning an exercise around a river bank failure and the impact on the community,environment and any communities downriver from the failure. BILLINGS FIRE DEPT:ICS Lab Update:Frank Odermann. Hardware in place. Simulation software installed and functional. Next step is to contract with a firm to provide in-house training to key fire personnel within the next 8-10 weeks.Final step will be to host an'open house to the public and demonstrate how the simulation software works. WEATHER SERVICE: December 3&4(5:00pm.—5:00p.m.)Joint Exercise with Ham Radio Clubs linking approximately 140 weather stations together. Tours will be held Friday night for anyone. Invitation and additional details will be emailed to LEPC members within the next week. CHS REFINERY:Currently wrapping up the most recent turn around. Planning a table-top exercise that may include a fire,missing temp employee,etc. BILLINGS CLINIC:Still dealing with water related issues due to the Father's Day tornado and flood. MONTANA ARMY NATIONAL GUARD iS next on the list for the 10 minute Agency presentation.
