Re: City of Laurel TSEP grant application
Dear Mr. Murphy:
Enclosed is a draft technical review report prepared by an engineer that we have
contracted with to review your Treasure State Endowment Program (TSEP) application
and your Community Development Block Grant Program (CDBG) application (if
applicable), which includes your preliminary engineering report (PER). The technical
review report expresses the engineer's understanding of the project and professional
opinion in reference to the criteria used to score TSEP statutory priorities #1 (Health
and Safety Threat) and #3 (Technical Design), and the equivalent CDBG criteria #2 and
#3. After taking into account comments from the Montana Department of Commerce
(MDOC) staff and any comments you may have, the report will be revised if necessary
and then used as the basis for scoring these statutory priorities when the TSEP/CDBG
technical review ranking team meets.
We have sent this draft report for your engineer to review. This is your opportunity to
point out something that our review engineer may have missed in the PER, or to correct
something that may have been misunderstood about the project. You will also be
allowed to submit a statement when you return your comments in oi'der to call attention
to a health or safety issue(s) that in your opinion has not been adequately emphasized
by the review engineer and could impact the scoring of priority #1. The statement is
limited to no more than 150 words and will be inserted verbatim within the draft report
for the other review engineers' consideration. However, you are not allowed to
introduce any new information that was not previously submitted in the PER or
application; new information included in the statement may be edited out at the
discretion of MDOC. If you have any corrections to the draft technical review report,
you must specifically reference the location in the PER or application where the
information can be found. Comments on the draft engineering review report must
be received by us no later than August 14th to be included in our application
review process. Your engineer's unavailability to review the draft report will not be
grounds for an extension of time.
All of the consulting engineers, along with the TSEP/CDBG technical review ranking
team, will meet as a group to score TSEP statutory priorities #1 and #3. On September
11 we will. meetto scare bridge applications. On September 12 throuqh 15, we will

the TSEP and CDBG programs. These scoring meetings are open to public

In addition, the TSEP ranking team will meet to score TSEP statutory priorities ~
through #7 starting on September 18 and continue through September 22, as needed.
This process is also open to public observation, and again, no comments by the public
will be permitted during the scoring process. The ranking team will be meeting in
conference room 228.
We encourage you to attend any of these scoring meetings in order to gain a better
understanding of how the Department scores the TSEP applications. In particular, we
encourage you, and especially your project engineer, to observe the scoring of TSEP
statutory priorities #1 and #3. This is a good learning opportunity for engineers with
regard to how to properly prepare a preliminary engineering report.
