December 19, 1978
A re~,l~r meeting of the City Council of the City of Laurel, Montana,
_~as held in the Council Chambers, and called to order by Mayor Larry D. Herman,
at 7:00 o'clock, P~M., on Tuesday, December 19, 1978.
INVOCATION:
Invocation given by Reverend Wilhelm.
COUNCIL MEMBERS PRESENT:

COUNCI'L MEMBERS ABSENT:

MINUTES AND CORRESPONDENCE:
Minutes of the regular meeting of December 5th approved as presented.
Minutes of the special meeting of December 6th approved as presented.
Agreement for Engineering Services for Storm Drain Improvements.
Motion by Alderman Meyers: To give the Mayor authority to enter
into the agreement with ~ for engineerin~ services for Storm
Drain Improvements. Seconded by Alderman Carter. Carried.
Motion b7 Alderman Massey: To give the Mayor authority to make
advance payment to HEM to be reimbursed by E .P.A. Seconded by
Alderman Metzger. Carried. Copy of letter attached.
RESOLUTION NO. 1721
RESOLUTION NO. 1721, BEING A RESOLUTION TRANSFerRING $3,508.81 FROM TNEWATER
REPLACEMENT FUND TO THE WATER OPERATING FUND.
Motion byAldermanMeyers: That Resolution No. 1721 be passed and
adopted. Seconded by Alderman Carter. Carried.
ORDEANCE NO. 656
BEING AN ORDINANCE SETTING AN ADMINISTRATIVE CHARGE FOR SPECIAL INPROVEM~NT
DISTRICT:
Motion by Alderman Metz~er: That Ordinance No. 656 be declared
passed and adopted as an emergency effective immediately. Seconded
by Alderman Carter. Upon taking roll call vote, all aldermen present
voted "Aye't. Motion carried.
REPORTS:
City Clerk's Cash Report, City Clerk's Trial Balance and the City
Treasurer's Financial Statement for November presented for approval.
Motion by Alderm~nMetzger: That the reports for November be
approved. Seconded by Alderman Carter. Carried.
DON MEx~S - PUBLIC UTILITIES COMMITTEE MEETING:
M?tion by Alderman Metz~er: That the Public Utilities Committee
mxnutes dated December 6, 1978, be entered into the official record.
Seconded by Alderman Carter. Carried.
Alderman Meyers presented the following past due repair bill all
over 9 months old.

Motion by Alderman Meyers: That the Clerk send a Certified letter
to these people that if the bLlls are not paid or satisfactory arrange-
ments are not made within 30 days, their water will be turned off.
Seconded by Alderman Metzger. Carried.
PUBLIC HEARING - PRE-APPLICATION TO HUD: ?th Street interceptor

RESOLUTION NO. 1722
RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE GRANT OF~'~A~ UND~R THE AIRPORT AND
~I~WAY DE¥~LOPM~NT ACT OF 1970 FOR THE PROJECT NUMBER A-30-O047-O1 RELATING TO
THE DE¥~LOPM~NT OF AN AIRPORT MAST~ PLAN FOR THE LAUREL MUNICIPAL AIRPORT AT
LAUREL, MONTANA.
Motion by Alderman Rodgers: That Resolution No. 1722 be passed and
adopted and the Mayor given authority to sign the Planning Grant
agreement with the F.A.A. Seconded by Alderman Metzger. Carried.
There being no further business to come before the council at his
time, the meeting was adjourned.
