Herman, at 7:00 o'clock, P. M., on Tuesday, December 5, 1978. COUNCIL MEMBERS PRESENT: Albert Ehrlick Thomas Kilpatrick Charles Rodgers Ervin Metzger Harold Burns Donald Meyers Susan Carter COUNCIL M~EBERS ABS~T: Ronald Massey INVOCATION: Invocation given by Rev. Carlock. M~.UTES AND CORRESPONDENCE: Minutes of November 21st meeting approved as presented. MURPHY - S .I ·. No. 100 - Mogan Subdivision: Discussion about the alley problems with S.I.D. No. 97. Letter was read from MDU stating that they will repair the trenches to the satisfaction of the City in the Spring of 1979. Motion by ~_lderman Kilpatrick: To discuss S.I.D. No. 100 and 101 with the provision that the problems with S.I~D. No. 97 be cleared up. Seconded by Alderman Meyers. Carried. More discussion regardiug S.I.D. No. 97. Leon Howe and Jim Murphy have publicly stated and must provide the City with a letter that they will work with MDU until the project is completed to the satisfaction of the City. At this time the following documents were presented for S.I .D. No..lO0. Petition for creation and waiver of the adoption of a resolution of intention to crea'te S.I~D. No. 100. RESOLUTION NO. 1715 RESOL~TION CREATING SPECIAL INPROVEM~IT DISTR~CT NO. 100 AND DES~NATING THE BOUNDARIE~ THEREOF. Motion by Alderman Carter: That Resolution No. 1715 be passed and adopted. Seconded by Alderman Meyers. Carried. RESOLUTION NO. 1716 RESOLUTION AUTHORIZING THE ISSUANCE OF BONDS AND THE SALE TH~EOF~ THE PROCEEDS OF SATn SALE TO BE USED IN MAKING PAYMENT TO THE CONTRACTOR OR CONTRACTORS OF SPECIAL IMPROV~N.I~T DISTRICT NO. 100 AND THE COSTS OF ~EATING SAID INPROVEM~NT DISTRICT. Motion by Alderman Ehrlick: That Resolution No. 1716 be passed and adopted. Seconded by Alderman Metzger. Carried. O~DINANCE NO. 655 BErG AN ORDINANCE PROVIDING FOR THE RECEIVING OF BIDS AND THE LETTING OF A CONTRACT FOR THE CONSTRUCTION OF ~PROV~2~E~ITS IN SPECIAL ~2~PROVEMENT DISTRICT NO. 100. Motion by Alderman Ehrlick: That Ordinance No. 655 be passed and adopted. Seconded by Alderman Rodgers. Upon taking roll call vote all alderman present voted "AYE". Motion carried. S .I .D, NO. 101 - SIt~IDAN SURDlvISION: Petition for Creation of S.IJ). No. 101. RESOLUTION NO. 1717 RESOLUTION CREATING SPECIAL IMPROVEM~NT DISTRICT NO. 101 AND DESIGNATING THE BOUNDARIES THEREOF. Motion by Alderman MetzEer: That Resolution No. 1717 be passed Minutes of the City Council of Laurel Motion by Alderman Ehrlick: That Resolution No. 1718 be passed and adopted. Seconded by Alderman Meyers. Carried. RESOLUTION ~D. 1719 A RESOLDTION AUTHORIZING THE ISSUANCE OF BONDS AND THE SALE THER~DF, THE PROCE~DS OF SAr~ SALE TO BE USED IN MAKING PAYM~Pr TO THE CONTRACTOR OR CONTRACTORS OF SPECIAL IMPROVEMENT DISTRICT NO. 101 AND THE COSTS OF CREATING SAID IMPROVEM~T DISTRICT. Motion by Alderman Rodgers: That Resolution No. 1719 be passed and adopted. Seconded by Alderman Metzger. Carried. ,.ALBERT EHRLICK - STREET Ah-D ALLEY COMMITTEE: Motion by Alderman Rodgers: To accept name of Golf Course Road. Seconded by Alderman Meyers. Motion carried with Alderman Kilpatrick voting Discussion regarding snow removal. Motion by Alderman Meyers: To hire Adams Brothers at a cost not to e~eed $35.00 and hour~ to helpwith snow removal untilwe get the situation cleared up. Seconded by Alderman ELlpatrick. Carried. The matter of a snow blower referred back to committee. Motion b~ Alderman Ehrlick: That the Street and Alley Committee minutes dated November 28th be entered into the official record. Seconded by Alderman Meyers. Carried. Discussion regarding business people putting snow in the middle of the street and leaving it for the City to haul away. Suggested that the business people be encouraged not to put the snow in the street. Motion by Alderman Metz$er: That the Street and Alley Co~ittee meet with the Business people and try to solve this problem. Seconded by Alderman Meyers. Carried with Kilpatrick voting "NO". STREET SWEEPER: Motion by Alderman K.ilpatrick: To purchase a vaccum type street sweeper. Seconded by Alderman Meyers. Much discussion. Motion defeated. HUD - PRE - APPLICATION FOR INTERCEPTOR: The Mayor read the Citizen Participation Plan, Community Development Program, City of Laurel in ~:ll. RESOLUTION NO. 1720 AUTHORIZING THE CITY OF LAUREL, MONTANA, BY AND T~OUGH ITS MAI~R TO MAKE PRE- APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELopMeNT (HUD) FOR FINANCZAL ASSISTANCE, OR AUTNORIZING THE MAYOR TO S~BN ANY PRE-APPLICATION FOR THE SAME, UND~ THE COMMUNITY D~:¥m~OPM~NT BIOCK GRANT, SMALL CITIES PROGRAM. Motion by Alderman Ehrlick: That Resolution No. 1720 be passed and adopted. Seconded by Alderman Meyers. Carried. F.A.A. GRANT: Alderman Kilpatrick announced the approval of our grant from the F~ ~A. for the accomplishment of the Airport Master Plan. TRA. N. SFER OF FUNDS: RESOLUTION NO. 1714-~4 RESOLUTION NO. 1714, BEING A RESOLUTION TRANSF~tRING $5,000.00 FROM THE INSECT CONTROL FUND TO ~G~NCY SNOW RE~DVAL FUND. Motion by Alderman Burns: That Resolution No. 1714 be passed and adopted. Seconded by Alderman Ehrlick. Carried. Mayor announced that Tom Albert has completed the City Audit for 1977 and is ready to ~tart on Br/~. RESOLUTION PROVIDING FOR THE SALE ANDISSUANCE OF GENERAL STOR~ SEWER BONDS: RESOLUTION NO. 1714 A RESOLUTION PROVIDING FOR THE SALE AND ISSUANCE OF GENERAL STORM SEWER WATER SYSTEM BONDS, CITY OF LAUREL, 1979, IN THE AMOUNT OF $1,800,000.00 IN ACCORDANCE WITH THE RESULTS OF A SPECIAL BOND ELECTION HELD IN THE CITY OF LAUREL, MONTANA, ON NOVEMBER 7, 1978, AND PROVIDING FOR THE ~'IVING OF NOTICE OF SALE THEREOF AND DECLARING AN EMERGENCY. Motion by Alderman Meyers: That Resolution No. 1714 be passed and adopted. Seconded by Alderman Metzger. Motion carried.
