November 8, 1978
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the Council Chambers and called to order by Mayor Larry D. Herman,
at 7:00 o'clock, P.M., on Wednesday, November 8th.

MINUTES AND CORRESPONDENCE:
The mt-utes of October 17th regular meeting approved as presented.
Letter read from the Jehovah's Witnesses requesting that their building
permit fee be waived on their ne~ shurch to be located at 209 8thAvenue.
This has bees the policy in the past with all churches.
Motion byAlderman Ehrlick: To waive the building permit fee for the
Jehovah's Witnesses. Seconded by Alderman Kilpatrick. Carried.
Letter from 1st Security Bank requesting their share of demand deposits.
Suggested that the City Treasurer make these adjustments quarterly.

Motion by Alderman Metzger: That the claims be approved for payment.
Seconded by Alderman Ehrlick. Carried.
BIDS ON FIREMAN'S ~0USE: 208 West 2nd Street.
One bid received from Jim Hunt in the amount of $101.01 with cashiers
check attached.
Motion by Alderman Kilpatrick: That the bid from Jim Hunt for ~101.01
be accepted for the removal of the firemen's house at 20~ west 2nd street.
Seconded by Alderman Ehrlick. Carried.
,BIDS ON SEWER REHABILITATION PROJ~CT:
Bid from COP Construction with 10% bid bond attached ...... $308,278.00.
Bid frc~ Holmes-Sutherland Company with 10% bid bond attached- -$281,270.25.
These bids referred to Roger Reich from H.K~q. for further study.
ERVIN MET~X~]~- SWEEPER:
Alderman Metzger stated ~hat the finance committee felt that the April
through December payments on a new sweeper con2d be financed through Revenue
Sharing. The street cmmaittee would have to figure out where the rest of
the money would come from. Referred back to the Street & Alley Committee
for further study and a recommendation.

Motion by Alderman Metzger: To charge a 5% administration fee on all
future S.I~D.'s and also require an additional 5% for the Revolving
Minutes of the City CoUncil of Laurel
between ~lock 13 and Block 12 on 4th Street S.E., but let Fitchner and
Mackin use the street with the restriction not to buLld on it. Also
refund the $100.00 fee already collected. Seconded by Alderman
Kilpatrick. Carried. ~ ~_ ~ ~~
.WILLOW CREEK S0~.,IVYS~DN:
Reconsider the previous decision on the drainage problems in Willow
Creek Subdivision.
Leon Ho~e presented and explained the new plans for the proposed plat
of Willow Creek Subdivision. The Mayor stated that he w~]l not sign the
final plat unless these charges are present.
~DTION BY ~MAN EHRLICK: That the street and alley committee minutes
dated October 24th b~e entered into the official record. Seconded by
Alderman ~t 1 patrick. Carried.
RON MASSEY-P~BLIC BUILDING AND PROP~TY COMMITTEE:
Motion by Alderman Massey: That the Public Building and Property
Committee minutes dated October 3Oth be entered into the official record.
Seconded by Alderman Ehrlick. Carried.
TOM ~I~.WATRICK-- CITx ~NGI~m~.. DUTIES
Alderman Kilpatrick presented several proposals to replace the City
Engineer duties already set up. This matter tabled until a Special meeting
on Tuesday, November 14th, at 7:00 PJ~.
REICH-SLIP L~IING OF SEWER LINE
Roger Reich showed some televised pictures of the sewer line between
manhole ~291 north to ~279. This line is in bad need of being slip lined.
Discussion.
Motion b~y Alderman Ehrlick: To go ahead with slip lining the sewer line
from manhole 291 north to 279 and request E.P.A. funding for the project.
Also authorize the Mayor to sign ,~l necessary forms to E.P.A. Seconded
by Alderman Eilpatrick. Carried.
CLAIM: GUI~NER WAT~ AND SEW~
Grouting and slip lining sewer line total of $ 22,720.74.
.Mo..t. ion by Alderman Burns: To approve elaim to G,,~!dner Water and Sewer
City share 2S%, E.P~A. w~l~ pay 75%. Seconded by Alderman Ehrlick.
Carried.

Motion by Alderman Carter: That the Park and Recreation Committee
minutes be entered into th, official record. Seconded by Alderman
Ehrlick. Carried.

Storm Sewer.
Alderman Ehrlick, Burns and Kilpatrick to canvass the votes for the

SE~ER BOND ISSUE.
Motion by Alderman Masse.y: To accept the canvassing of the results
of the City Storm Sewer, and that Resolution No. 1712 be passed and
adopted. Seconded by Alderman Metzger. Carried.
There being no further business to come before the Council at this time,
the meeting was adjourned.
