Herman, at 7:00 o'clock, P.M., on Tuesday, September 5, 1978. COUNCIL MEMBERS PRESENT: COUNCIL MEMBERS ABSENT: INVOCATION: Albert Ehrlick Donald Meyers Ronald Massey Thomas Kilpatrlck Susan Carter Ervin Metzger Harold Burns Chuck Rodgers Invocation given by the Rev. W. Whanger. MINUTES: Minutes of regular meeting of Aug. 15th, approved as presented. CORRESPONDENCE: Invitation to the Mayor and Aldermen, along with their families, to attend the annual Firemans chicken and corn feed Saturday, September 9th. Letter read from the Dept. of Community Affairs regarding our aPplication for a preliminary engineering grant to be used for a master plan study for the Laurel Airport. All Applications for loans and grants must be reviewed by the Aeronautics Board prior to approval. Our application will be submitted at their September 7th meeting. Letter of Resignation from Fred Feuerbacher III from the Laurel Park Board, effective September 9, 1978. Mayor has accepted this resignation with regret. BIDS ON SEWER REHABILITATION PROJECT: Bid Proposal for Schedule II from Guildner Water and Sewer Total Bid 96,854.96 No~ bids received for Schedule I. The bid from Guildner Water and Sewer referred to Roger Reich of HKM for further study. ANNEXATION - MURRAY HEIGHTS: RESOLUTION NO. 1704 EX~ENDING TEE BOUNDARIES OF TR~ CITY OF LAUREL, MONTANA, TO INCLUDE LOTS THREE (3), FIFTEEN (15), AND SIXTEEN (16), BLOCK SIX (6); LOTS ONE (1), T~REE (3), FOUR (4), FIVE (5) AND SIX (6), BLOCK NINE (9); AND LOT ONE (1), BLOCK TEN (10), IN MURRAY HEIGHTS SUBDIVISION, SECOND FILING, YELLOWSTONE COUNTY. Motion b~ Alderman Ehrlick: That Resolution No. 1704 be passed and adopted. Seconded by Alderman Massey. Motion Carried. Minutes of the City Council of Laurel ANNEXATION - WARD SUBDIVISION: RESOLUTION NO. 1705 EXTENDING THE BOUNDARIES OF THE CITY OF LAUREL, MONTANA, TO INCLUDE LOTS FOUR (4) THROUGH ELVEVN (11), BLOCK ONE (1), WARD SUBDIVISION, YELLOWSTONE COUNTY. At this time the council went to a committee of the whole for discussion of the Annexation of Lots 4-11, Block 1, Ward Subdivision with an R-1 zone desig- nation. Clyde Pearson and Glenn Korber, owners of these lots, spoke in regards to their plans for developing the area. Mark Wallace, spokesman for the residents in the area, presented a petition signed by 90 residents protesting the R-2 zone of lots 4-11 in Block 1, Ward Subdivision. Discussion regarding drainage in this area. The developers to present a plan for drainage at the next meeting. Also discussion of possibly changing the zone designation from R-2 to R-1. At this time Resolution No. 1705 was tabled until the next regular meeting on September 19th. MUP~R ISAACS - SIDEWALK ON 8TH AVE. Discussion regarding who is responsible for putting in the sidewalk at 802 West 9th Street on the 8th Avenue side. Motion by Alderman Ehrlick: To write a letter to the property owner at 802 W. 9th Street (Lot lB Block 5, Casa Linda Sub.) asking him to install the sidewalk on the 8th Avenue side of his propert~ or the city will do the work and assess it against his taxes. Seconded by Alderman Meyers. Motion carried with Alderman Massey voting "No". ALBERT EHRLICK - STREET AND ALLEY COMMITTEE MINUTES: Motion by Alderman Ehrlick: That the Street and Alley Committee minutes dated Aug. 29th, be entered into the official minutes. Seconded by Alderman Kilpatrick. Carried. MAYOR'S COMMENTS: Mayor stated that Ken Beven will represent the City of Laurel and the State of Montana at the AWWA convention in Vancouver, B.C. Mayor Herman would like to commence with the Coal Board grant applica- tion for upgrading the 7th Street interceptor. Also check into alternate funding from either F.H.A. or a Revenue Bond Issue. Motion by Alderman Meyers: To give the Mayor authority to pursue this matter and check into F.H.A. or a Revenue Bond Issue as alternate funding. Seconded by Alderman Ehrlick. Carried. Discussion regarding a trailer parked on a city street for more than 5 days. Chief of Police directed to take care of this matter. The Mayor appointed the following people to the Police Auxiliary or reserve.
