Insurance Committee Meeting
Present: Shirley Ewan, Monica Salo,Jason Shovar,Jason Wells,Tom Nelson and Bruce McGee
Absent: Heidi Jensen, Cheryl) Lund,Stan Langve
Guests: Cathy Gabrian,Sheri Phillips (periodically),Tim Reiter (periodically)
Co-Chair Shovar called to order at 1:36 p.m.
No Public Comment
Dave Allen, 2016 Insurance Presentation: Dave spoke at length on what information he has so
far. Dave suggests that we shop around this time. No increase with Delta Dental although he
has found another company that could offer better benefits and would save us 20-25%on our
premiums. Example of$35.12/single, $112.10/family.
Medical is a whole different story. Some companies are not willing to give quotes this early in
the year. Dave believes that while we have been able to stay under the 10%trend for the past
years,we could be looking at a much higher increase, possibly as much as 20-25%. Dave
discussed the PACE Act which was not signed into law,this would have put us in to a better
"pool;small group". As it is now, businesses with 50+employees remain large groups,small
merit pools are basically going away. Our loss ratio was tolerable in previous years but not so
now, we are at 92.5% loss ratio,which means we have had several high and medium claims.
Dave stated that the passing of the PACE Act could have put insurance companies out of
business. He also spoke about the Marketplace and the trends.
Dave stated we will receive our new rates on March 22nd and he can get quotes back from
other insurances in a timely manner as long as health statements are correctly filled out. Dave
will also look in to "universal health statements"to make the process go easier. Committee
members will work their fellow employees to get the information out there as to why the
health statements are so important.
Dave stated he could contact companies such as Allegiance and Associated Employers,which he
is not licensed with,to still get quotes. If the City should go with a company that Dave is not
licensed with, he will no longer be our agent,which he understands. He stated the City has
been very good to him and he wants to do what's best for us.
Jason Wells made the motion to have Dave Allen contact other companies to get quotes and
questionnaires. Tom Nelson seconded, motion passed with all present voting aye.
Dave will send information to co-chair Shovar.
There was a question about our average age of employees. Shirley will gather the information
to compare now,5 years and 10 years.
Wellness Committee: Monica stated her and Cheryll put health information in paychecks as
requested and received good feedback. Will continue to look for information to be given to
employees. Committee would like to see the PACE Act information that Dave gave us sent out.
When Cheryll returns, she and Monica will work on incentives for employees.
Resolution Committee: Heidi is not present to update. Jason Shovar and Tom Nelson stated
they would check with the council to see if we can move forward with Co-Chair language and
the 72 hour meeting notice.
Benefits Coordinator: Jason Wells stated he couldn't remember his question or concern.
Other Business: Some employees have reported receiving "extra" emergency room fees and
some preventative wellness visits have resulted in charges being denied by insurance.
Everyone needs to be vigilant in questions to their providers to make sure any extras are
covered by insurance. Will remind fellow employees to check with Dave Allen or BCBS if they
have a question of coverage.
Tom Nelson moved to approve the January minutes as submitted,Jason Wells second,
approved.
