August 15, 1978
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the Council chambers, and called to order by Mayor Larry D. Herman,
at 7:00 o'clock, P.M., on Tuesday, August 15, 1978.

MINUTES:
Minutes of the special meeting dated July 25th, approved as presented.
Minutes of the regular meeting dated Aug. 1st, approved as presented.
ROGER REICH - Report on Comprehensive Storm Drainage Plan.
Discussion. Copy of Letter from HKM dated Aug. 15, 1978 attached.
RESOLUTION NO. 1701
BEING A RESOLUTION AUTHORIZING THE MAYOR TO PROCEED WITH THE PLANNING OF THE
COMPREHENSIVE STORM DRAINAGE PLAN, AS SET FOURTH IN HKM LETTER OF AUG. 15, 1978.
Motion by Alderman Meyers: That Resolution No. 1701 be passed and
adopted. Seconded by Alderman Ehrlick. Carried.
JIM MURPHY - S.I.D. No. 99:
This being the time and place advertised for the opening of bids for
S.I.D. No. 99, the clerk was instructed to open and read all bids as follows:
CONSTRUCTION BIDS:
Long Construction ................................ Total Bid $252,573.50
Empire Sand & Gravel ............................. 246,891.85
Barry O'Leary .................................... 260,072.95
BOND BIDS:
NO bond bids~presented;
At this time the Mayor called a 10 minute recess. Upon reconvening, Jim Murphy,
Attorney for S.I.D. No. 99, stated that all bids were in excess of the advertised
engineer's estimate, and recommended that all bids be rejected at this time.
Suggested possibly re-bidding for the advertised price at a later date, or go back
to the people and start all over.
Motion by Alderman Burns: TO reject all bids. Seconded by Alderman
Meyers. Carried.
BOB BURNS - Janitors:
Discussion regarding wages and benefits paid for janitorial service at
the safety complex and city hall.
Motion by Alderman Burns: That the City look into placing the janitorial
service out for bid. Seconded by Alderman Meyers. Carried. Alderman
Burns to pursue this matter.
BOB BURNS - Police Committee:
Motion by Alderman Burns: TO make 2 hour parking from 8:00 A.M. to
6:00 P.M., Monday thru Friday from 1st to 2nd Street on 2nd Avenue~
both sides; and 2nd Ave. to 3rd Avenue on 1st Street both sides.
Seconded by Alderman Meyers. Carried.
Motion by Alderman Burns: That the Police Committee minutes dated
August 7th, be entered into the minutes. Seconded by Alderman Meyers.
Carried.
DON MEYERS: - Public Utilities Committee:
Motion by Alderman Meyers: TO put a moritorium on all new subdivisions
north of the North property line of Cherry Hills First and West of Casa
Minutes of the City Council of Laurel
RESOLUTION NO. 1702
BEING A RESOLUTION STATING T~AT BEFORE THE CITY OF LAUREL WILL CONSIDER FURTHER
ANNEXATION, THE DEVELOPER OR SUB-DIVIDER MUST PROVIDE AN ACCEPTABLE PLAN FOR
WATER RUNOFF FOR A 5 YEAR FLOOD AND THAT THE CITY IS ABLE TO PROVIDE WATER AND
SEWER SERVICES TO THE SUBDIVISION.
Motion by Alderman Meyers: That Resolution No. 1702 be passed and
adopted. Seconded by Alderman Rodgers. Carried.
Motion by Alderman Meyers: That the Public Utilities Committee
Minutes dated August 2nd be entered into the minutes. Seconded
by Alderman Massey. Carried.
There being no further business to come before the council at this
time, the meeting was adjourned.
