ORDINANCE NO. 016-03
AN ORDINANCE AMENDING TITLE 14 OF THE LAUREL MUNICIPAL CODE TO ADOPT
THE INTERNATIONAL SWIMMING POOL AND SPA CODE, 2015 EDITION.
WHEREAS, the City Council desires to keep the Laurel Municipal Code current by modifying
and updating chapters, sections and subsections to address situations and problems within the City and to
remain in accordance with Montana law; and
WHEREAS, the City Council directed City staff to amend the City of Laurel Building and Fire
Codes located in Title 14 of the Laurel Municipal Code"LMC" in accordance with the rules adopted by
the State of Montana, Building Codes Bureau effective January 8, 2016.
WHEREAS, City Staff prepared, reviewed, and approved the following amendments to the
existing Title 14 as noted herein and hereby recommends the same to the City Council for their full
approval.

INTERNATIONAL SWIMMING POOL AND SPA CODE, 2015 EDITION

14.23.010 Adoption
A. The International Swimming Pool and Spa Code, 2015 Edition, is adopted by and declared to
be the swimming pool and spa code of the city.
B. One full printed copy of the code shall be available in the offices of the city. The International
Swimming Pool and Spa Code, 2015 Edition, is adopted by reference and made a part of the chapter as
fully, and for all intents and purposes, as though set forth therein at length. It shall be known and
designated as the"International Swimming Pool and Spa Code"of the city.
This Ordinance shall become effective thirty(30) days after final passage by the City Council and
approved by the Mayor.
Introduced and passed on first reading at a regular meeting of the City Council on February 16,
2016, by Council Member Poehls.
PASSED and ADOPTED by the Laurel City Council on second reading this 1' day of March,
2016, upon motion of Council Member

Enclosed please find administrative changes to 24.301.146 MODIFICATIONSTOTHE INTERNATIONALBUILDING
CODE APPLICABLE TO BOTH THE DEPARTMENT'S AND LOCAL GOVERNMENT CODE ENFORCEMENT PROGRAMS and
a New Rule to Administrative Rules for the enforcement of the International Swimming Pool and Spa Code
2015 edition. No public comments were received by the Department regarding the proposed changes to the
Administrative Rules.
Detailed information and complete copies of the Administrative Rules can be found on our website at
http://bsd.d|i.rnt.gov/bc/ru|e notice.asp. Be advised that these changes to the Administrative Rules will
impact your program and it is important that you review these changes carefully. The code became effective
January Q, 3O16.
In accordance with ARM 24.301.202(1) you have 90 days from receipt of this notice to adopt those codes
which your jurisdiction has been certified to do. These local adoptions require adoption by certified cities
through the ordinance or resolution process. The Department requires all local code enforcement programs
which currently enforce the International Buildin_g Code(IBC)tmAdqpt the International Swimming Pool and
Spa Code(ISPSC)2015 edition on or before April 8,2016.
