PUBLIC WORKS COMMITTEE
FEBRUARY 8, 2016 5:30 P.M.

Elm Lift Station:
Kurt stated that there has been an odor problem at this lift station since 2009 when it was put in. The City
had to replace both pumps at a cost of$26,000. This took care of the odor and also cleared up the H2s.
These new pumps were bigger than the old ones, which caused the current generator to overload and not
work. The City purchased a larger generator for $27,000 to run the new pumps. The old generator could
possibly be used at the Village Subdivision or at the new intake.
Construction on 6th Ave and Main St.:
Kurt stated that the business owner at the Conoco station is replacing the approach and curb and gutter.
Kurt has been trying to get him to do this for years. He purchased a permit and must replace it according
to City regulations. The Business owner is going to try to get funding from LURA, but started the project
now since the contractor is available at this time. Project estimated cost is $54,000.
Replacing Kelly as Secretary:
Kelly stated that there are changes going on in the City Clerk's office and getting minutes right away may
be a huge challenge. Committee decided to keep Kelly as secretary and allow longer time to complete the
minutes. Kelly stated that she would have minutes completed before the next Public Works meeting.
Addressing Richard Herr's comments:
Richard had several questions for Kurt this month. Emelie addressed the questions with discussion from
committee.
1. What is the agenda for this year for water, sewer and streets? Emelie stated that this was on a prior
agenda. Kelly will provide Richard with the November agenda and minutes.
2. How can the Public Works Committee help in promoting the City of Laurel in the future? Emelie
explained that this is a Chamber of Commerce issue. She stated that the City cannot just build an
"industrial park" and expect businesses to show up. The City does not build anything. Businesses and
developers create industrial parks and subdivisions and the City is only responsible for providing services
to them.
3. Monies from Exxon from rent paid for use of Riverside Park after oil line break? Emelie said that the
money from Exxon has been set aside in a special fund for improvements to Riverside Park.
4. City growth, are we prepared? Emelie gave Richard her copy of the City of Laurel Growth Plan.
Budget Discussion for Public Works Dept.:
Kurt stated that budgets for the 2016-2017 year are due at the end of the month. He is not asking for much
money in capital improvements so the money can be saved for a new street project for next year. Kurt
stated that new SED basins are coming and the waterline on Locust Avenue needs to be repaired. He is
hoping to get these finished before July 1, 2016.
Other:
Emelie explained the proper way to submit agenda items.
Kurt briefly explained the State's response to the nitrates at the WWTP.
