February 2, 2016
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on February 2, 2016.

Mayor Mace led the Pledge of Allegiance to the American flag.
Mayor Mace asked the council to observe a moment of silence.
MINUTES:
Motion by Council Member Dickerson to approve the minutes of the regular meeting of
January 19, 2016, as presented, seconded by Council Member Nelson. There was no public
comment or council discussion. A vote was taken on the motion. All six council members present
voted aye. Motion carried 6-0.
CORRESPONDENCE.
Yellowstone County: Letter of January 12, 2016 regarding public hearing to determine whether to
grant a tax incentive for Wood's Powr Grip on February 16, 2016.
Yellowstone County: Letter of January 19, 2016 regarding public hearing to determine whether to
grant a tax incentive for CHS on February 23, 2016.
COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS.
PUBLIC HEARINGS:
a. Intent to adopt an official Schedule of Fees and Charges (Resolution No. R16-08
approved on January 19,2016)
Mayor Mace stated that this is the time and place set for the public hearing on the City of Laurel's
intent to adopt an official Schedule of Fees and Charges.
Mayor Mace opened the public hearing.
Mayor Mace stated that the changes to the fee schedule were presented at the council workshop on
January 12th and the resolution of intent to adopt an official Schedule of Fees and Charges was
approved via Resolution No. R16-08 on January 19, 2016.
Mayor Mace opened the floor for public comment and stated that copies of the rules governing the
public hearing were posted in the council chambers.
Mayor Mace asked three times if there were any proponents. There were none.

b. Ordinance No. 016-01: An ordinance amending Chapter 17.42 of the Laurel
Municipal Code to update the City's Sign Code. (First reading- 01/19/2016).
Mayor Mace stated that this is the time and place set for the public hearing on the City of Laurel's
Ordinance No. 016-01, an ordinance amending Chapter 17.42 of the Laurel Municipal Code to
update the City's Sign Code.
Mayor Mace opened the public hearing and asked Staff to present the item prior to hearing the
public comments.
City Planner Noel Eaton stated that the Planning Board started rewriting the sign code in June 2015.
The table on page 6 of the ordinance shows the zoning districts in which signs are allowed, not
allowed, or allowed only by special review. Digital signs are addressed on pages 3 and 4 of the
ordinance. The table on pages 10-12 breaks down the sign requirements for permits, illumination,
etc.

c. Ordinance No. 016-02: An ordinance amending Section 17.26.052 of the Laurel
-- Municipal Code to update the City's Entryway Zoning District Code. (First reading -
01/19/2016)
Mayor Mace stated that this is the time and place set for the public hearing on the City of Laurel's
Ordinance No. 016-02, an ordinance amending Section 17.26.052 of the Laurel Municipal Code to
update the City's Entryway Zoning District Code.
Mayor Mace opened the public hearing and asked Staff to present the item prior to hearing the
public comments.
Noel Eaton stated that, with the rewrite of the sign code, the entryway zoning district code was
revised to include on premise signs in the sign code.

public hearing were posted in the council chambers.

• Claims for the month of January 2016 in the amount of$447,782.20.

• Receiving the Committee/Board/Commission Reports into the Record.

The mayor asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member McGee. There was no public comment or council discussion. A vote was taken on
the motion. All six council members present voted aye. Motion carried 6-0.
CEREMONIAL CALENDAR: None.
REPORTS OF BOARDS AND COMMISSIONS: None.
AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None.
SCHEDULED MATTERS:
• Confirmation of Appointments.
Laurel Ambulance Service
Mayor Mace appointed Amber Achten to the Laurel Ambulance Service.
Motion by Council Member McGee to approve the Mayor's appointment of Amber Achten
to the Laurel Ambulance Service, seconded by Council Member Eaton. There was no public
comment or council discussion. A vote was taken on the motion. All six council members present
voted aye. Motion carried 6-0.
• Resolution No. R16-10: A resolution of the City Council approving Change Order No.
1 to the City's contract with Western Municipal Construction, Inc. for additional work
and compensation required for the South Washington Avenue Storm Sewer Project.
Motion by Council Member Nelson to approve Resolution No. R16-10, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All six council members present voted aye. Motion carried 6-0.
• Resolution No. R16-11: A resolution authorizing the mayor to execute a contract with
Yellowstone Electric Co. to replace the generator at the Elm Lift Station.
Motion by Council Member Stokes to approve Resolution No. R16-11, seconded by Council
Member Eaton. There was no public comment or council discussion. A vote was taken on the
motion. All six council members present voted aye. Motion carried 6-0.
• Resolution No. R16-12: A resolution to adopt an official Schedule of Fees and Charges
for the City of Laurel, repealing all previous resolutions that set fees or charges that
conflict with the schedule attached hereto upon its effective date.
Motion by Council Member Herr to approve Resolution No. R16-12, seconded by Council
Member McGee. There was no public comment or council discussion. A vote was taken on the
motion. All six council members present voted aye. Motion carried 6-0.
• Ordinance No. 016-01: An ordinance amending Chapter 17.42 of the Laurel
Municipal Code to update the City's Sign Code. Second reading.
Motion by Council Member Eaton to adopt Ordinance No. 016-01, seconded by Council
Member McGee. There was no public comment or council discussion. A roll call vote was taken on
the motion. All six council members present voted aye. Motion carried 6-0.

Member Eaton. There was no public comment or council discussion. A roll call vote was taken on
the motion. All six council members present voted aye. Motion carried 6-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT):
Noel Eaton stated that the volleyball club in Laurel has a new director. She asked the council to
encourage any interested 12 to 18 year olds to contact Tammy McFate through the club's Facebook
page.
COUNCIL DISCUSSION:
Council Member Stokes stated that a Park Board meeting is scheduled on Thursday, February 4th, at
5:30 p.m. in the council chambers.
Council Member Nelson stated that the Cemetery Commission will not meet on Tuesday, February
9th, but will meet on Tuesday, March 8th. There is one vacancy on the Cemetery Commission.
Council Member Eaton stated that the Public Works Committee will meet on Monday, February 8th.
There is one vacancy on the Public Works Committee.
Mayor Mace informed Council Member McGee that the civil city attorney was contacted regarding
his suggestion to set fees for landlords to have background checks on potential renters. The attorney
determined that right to privacy issues would not allow the council to do that.
Council Member McGee stated that he is not an attorney, but he does not agree with the
determination.
UNSCHEDULED MATTERS: None.
ADJOURNMENT:
Motion by Council Member Dickerson to adjourn the council meeting, seconded by Council
Member McGee. There was no public comment or council discussion. A vote was taken on the
motion. All six council members present voted aye. Motion carried 6-0.
There being no further business to come before the council at this time, the meeting was adjourned at
6:54 p.m.
