HomeMy WebLinkAboutCity Council Minutes 01.19.2016 MINUTES OF THE CITY COUNCIL OF LAUREL January 19, 2016 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on January 19, 2016. COUNCIL MEMBERS PRESENT: Emelie Eaton Doug Poehls Bruce McGee (6:36) Richard Herr Chuck Dickerson Bill Mountsier Tom Nelson COUNCIL MEMBERS ABSENT: Scot Stokes OTHER STAFF PRESENT: Noel Eaton, City Planner Kurt Markegard, Public Works Director Mayor Mace led the Pledge of Allegiance to the American flag. Mayor Mace asked the council to observe a moment of silence. MINUTES: • Council Minutes of January 5, 2016. Motion by Council Member Nelson to approve the minutes of the regular meeting of January 5, 2016, as presented, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. • Special Council Minutes (1) of January 12, 2016. Motion by Council Member Dickerson to approve the minutes of the special meeting (1) of January 12, 2016, as presented, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. • Special Council Minutes (2) of January 12,2016. Motion by Council Member Eaton to approve the minutes of the special meeting (2) of January 12, 2016, as presented, seconded by Council Member Nelson. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. CORRESPONDENCE. • Laurel Chamber of Commerce: Minutes of December 10, 2015; Agenda for January 14, 2016. COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS. PUBLIC HEARING. CONSENT ITEMS: • Clerk/Treasurer Financial Statements for the month of December 2015. • Approval of Payroll Register for PPE 01/03/2016 totaling$209,609.46. • Receiving the Committee/Board/Commission Reports into the Record. Council Minutes of January 19,2016 --Budget/Finance Committee minutes of January 5, 2016 were presented. --Park Board minutes of January 7, 2016 were presented. --Council Workshop minutes of January 12, 2016 were presented. The mayor asked if there was any separation of consent items. There was none. Motion by Council Member Eaton to approve the consent items as presented, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6-0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None. SCHEDULED MATTERS: • Confirmation of Appointments. • Resolution No. R16-07: A resolution approving the attached Task Order No. 37 authorizing Great West Engineering to provide engineering services for the design, bidding services, and construction and post-construction phase services for water main replacement at the intersection of Mountain View Lane and 12th Street for the City of -- Laurel. Motion by Council Member Poehls to approve Resolution No. R16-07, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. • Resolution No. R16-08: A resolution of intent to adopt an official Schedule of Fees and Charges for the City of Laurel, repealing all previous resolutions that set fees or charges that conflict with the schedule attached hereto upon its effective date. Motion by Council Member Herr to approve Resolution No. R16-08, seconded by Council Member Mountsier. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. • Resolution No. R16-09: Resolution authorizing the Mayor to sign an agreement to provide Occupational Health Services with St. Vincent Healthcare of Billings,Montana. Motion by Council Member Mountsier to approve Resolution No. R16-09, seconded by Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. • Ordinance No. 016-01: An ordinance amending Chapter 17.42 of the Laurel Municipal Code to update the City's Sign Code. First reading. Motion by Council Member Nelson to adopt Ordinance No. 016-01, seconded by Council Member Eaton. There was no public comment or council discussion. A roll call vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. • Ordinance No. 016-02: An ordinance amending Section 17.26.052 of the Laurel Municipal Code to update the City's Entryway Zoning District Code. First reading. Motion by Council Member Dickerson to adopt Ordinance No. 016-02, seconded by Council Member Mountsier. There was no public comment or council discussion. A roll call vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. 2 /4644, Council Minutes of January 19,2016 COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None. -- COUNCIL DISCUSSION: Council Member Poehls will be out of town for the next two Tuesdays. Council Member Mountsier will be gone for the next two Tuesdays. Council Member Nelson will not be able to attend the council workshop next Tuesday. UNSCHEDULED MATTERS: None. ADJOURNMENT: Motion by Council Member McGee to adjourn the council meeting, seconded by Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All seven council members present voted aye. Motion carried 7-0.
