March 21, 1978
A regular meeting of the City Council of the City of Laurel~ Montana,
was held in the Council Chambers, and called to order by Mayor, Larry D. Herman,
at 7:00 o'clock, P.M., on Tuesday, March 21, 1978.

Invocation given by the Reverend Ferguson.
MINUTES AND CORRESPONDENCE:
Minutes of 3-7-78 approved as presented.
RESOLUTION NO. 1670
BEING A RESOLUTION CANCELLING CERTAIN WARRANTS OF THE CITY OF LAUP~EL, MONTANA,
WHICH ARE OVER EIGHT (8) YEARS OLD.
Motion by Alderman Meyers: That Resolution No. 1670 be declared
passed and adopted. Seconded by Alderman Metzger. Carried.
RESOLUTION NO. 1671
A RESOLUTION PURSUANT TO STATUTORY PROVISIONS, SETTING OUT THAT THE CITY
COUNCIL UNDERTAKES AND AGREES TO ISSUE ORDERS ANNUALLY AUTHORIZING LOANS
OR ADVANCES FROM THE REVOLVING ACCOUNT TO THE EXTENT FUNDS ARE AVAILABLE
AND TO PROVIDE FUNDS FOR SUCH REVOLVING FUND BY MAKING TAX LEVY AND LOANS
AS THE COUNCIL DETERMINES NECESSARY.
Motion by Alderman Metzger: That Resolution No. 1671 be declared
passed and adopted. Seconded by Alderman Ehrlick. Carried.

The Mayor has already approved these officers but would like confirmation
from the council.
Motion by Alderman Ehrlick: To confirm the appointment of the
officers of the Laurel Vol. Fire Department. Seconded by Alderman Kilpatricko
Carried.

PRE-APPLICATION TO HUD:
NOTICE OF INTENT TO PROPOSE A PRE-APPLICATION TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT IN DENVER, COLORADO.
Motion by Alderman Ehrlick: That this notice of intent be
approved and published in the Laurel Outlook. Seconded by
Alderman Metzger. Carried.
JO~I~ RAMSEY - RESOLUTION OF ANNEXATION:
RESOLUTION NO. 1672
EXTENDING THE BOUNDARIES OF THE CITY OF LAUREL, MONTANA, TO INCLUDE LOTS
12, 13 AND 14, BLOCK 6; LOTS 2, 7, 8 AND 9, BLOCK 9; LOTS 2, 3, 4, 5 & 6,
BLOCK 10; MURRAY HEIGHTS, 2ND FILING, YELLOWSTONE COUNTY, MONTANA.
This matter continued until the next regular council meeting.
City Clerk's office to so notify Ramsey of this situation.
Alderman Metzger brought to the attention of the council that Ramsey
has not purchased a building permit for the new lumber yard. Discussion.
Engineering Department directed to write Ramsey requesting him to purchase
a building permit for his warehouse west of town.
TOM KILPATRICK - CITY LICENSE COMMITTEE:
Would like to make a change in paragraph No. 2 regarding past due
ordinance. Change from doubling the fee to paying a minimum fine of $35.00
City Attorney to check into the legality of charging all companies
who deliver within the city.
City Clerk's office instructed to write a letter to Peg Kamerzel,
City Treasurer, directing her to sign a complaint against all persons or
businesses who have not yet paid their 1978 city license.
City Clerk's office also instructed to write a letter to Walt Menello,
Police Judge, informing him of the $35.00 minimum fine.
Motion by Alderman Kil~atrick: That the city license committee
minutes of March 13, 1978 be introduced into the minutes and
recommendations added to the proposed new code. Seconded by
Alderman Ehrlick. Carried.
DON MEYERS - PUBLIC UTILITIES CO~4ITTEE
Motion by Alderman Meyers: That the Public Utilities committee
minutes of March 15, 1978 be introduced into the minutes. Seconded
by Alderman Metzger. Carried.
MARION R. HOUGH - NOTICE OF INTENT TO ANNEX - 616 8th Ave.:
RESOLUTION NO. 1673
NOTICE OF INTENT TO ANNEX CERTAIN LANDS CONTIGUOUS TO THE CITY OF LAUREL,
MONTANA:
Motion by Alderman Ehrlick: That Resolution No. 1673 be passed and
notice published in the Outlook. Seconded by Alderman Meyers.
Carried.

No decision made at this time on the computer. Mike Shearer of
Computers Unlimited and Jean Collier of N.C.R. each gave a presentation of
their respective bids. The Mayor and Sue Carter will go to Oregon on Friday,
March 31st to look at Computers Unlimited system.
Minutes of the City Council of Laurel
REPORTS:
Motion by Alder.man Metzger: That the City Clerk's Cash Report,
City Clerk's Trial Balance, and the City Treasurer's Financial
Statement for the month of February be approved. Seconded by
Alderman Carter. Carried.
There being no further business to come before the council at this
time, the meeting was adjourned.
