The issue ofthe "responsible buy" operation was brought up. Those inthe audience spoke of
police harassment and intimidation during the operation. They all agreed that the sale of alcohol
to underage buyers needs to be addressed. Although they agreed with the policy, they had
concerns about some of the procedures. Chairman Ken Olson asked Chief Musson if our city
attorney was advised of this operation. ChiefMusson said he was and reported that it was
performed in a professional manner. He also stated that the city attorney has not had an
opportunity to look into all o£the individual cases. Ken stated that this appeared to be an
appropriate action and the conduct of those involved will be referred to the executive police
committee. Chief Musson stated that the policy of the police department would be a notification
letter sent to all businesses to let them know that a "responsible buy" operation will be performed
within the next three months.
Chief Musson reported that we are again applying for a grant with the school district to secure a
resource officer. He will report back as soon as he receives any information. He also reported
that we are getting complaints on the hazing of students. He plans to look into forming a plan of
action on this issue.
Ambulance
Ambulance Director Jan Faught reported that Dr. VanNice has sent a letter of resignation for his
medical directorship, effective July 15, 2000. She reported that she is seeking other physicians
to fill this vacancy. Ken reported that he had talked to Dr. VanNice and that he would stay on as
medical director until August if needed. Dr. VanNice also said that he would help find a
replacement and would get in touch with Jan il'he found one.
Jan brought up the need for space for the ambulance staff.. She reported that the city would allow
the staffto use the west end of City Hall. This space will allow her to receive the computer fxom
C.I.P. She also reported that the results ora study on space would be available after the Fourth.
Jan reported that one of the attendants would be upgraded to EMT. She also reported losing one
EMT due to a move. She stated that she is staffing for the 4~' of July. There is another EMT
class starting in September.
Fire
Fire Chief Jim Stevens stated that the communication problems that were reported at the Budget
and Finance Committee were solved. He also reported that they are still looking for a place for a
repeater site.
Jim reported that West Second Street north oftbe FAP building will be torn up and a new lay of
asphalt will be put down, starting the week of July 10 and ending the week of July 17.
Other
Charlie asked Jan il'they needed more information on how to get an interstate crossover. Jan
said she needed the number for the district engineer. Charlie gave her the number, 252-4138.
Smokey Staudinger stated that he did not think the letter of notification sent out by the police
department was necessary. All other committee members supported ChiefMusson's idea of a
notification letter.
The next meeting will be held on July 24, 2000. There was no further bus'mess and the meeting
was adjourned.
