Final Closeou~ for Contract MT-CDBG-04PF-04: City of Laurel
Wastewater Collection Systems Improvements Project, funded by the Montana
Community Development Block Grant (CDBG) Program.
Dear Mayor OIson:
This letter is documentation of Final Closeout Approval for MDOC/Community
Development Block Grant (CDBG) contract MT-CDBG-04PF-04 with the City of Laurel,
for the Wastewater Collection Systems Improvements Program, partially funded by the
CDBG program. All the participating partners in this project should be very proud of the
accomplishments achieved.
I have reviewed the excellent Project Completion Report that was submitted to the
Montana CDBG office for review by Grant Administrator Crystal Bennett of Montana
Engineering & Administration, including the Final Closeout Certification that you signed
January 12, 2006 and find that the information provided complies with state and federal
CDBG closeout reporting requirements.
All that remained for Final Closeout (after Conditional Closeout was approved January
13, 2006) was 1) completion and submission of the required audits, 2) review of the
audits by CDBG to verify that there were no outstanding findings related to the CDBG
project, 3) submission of the ADA Self-Analysis and Transition Plan and 4) submission
of the Final Status of Funds Report - and all of this has been satisfactorily completed.
Under this contract, the major component of the 2004 City of Laurel Wastewater
Collection Systems Improvements Project was to rehabilitate of portions of wastewater
facilities to accommodate approximately 6,255 persons. The specific tasks undertaken
and completed were:
installation of a new trunk sewer main on Alder Avenue,
rehabilitation of the short 8-inch sewer main connected to the larger 18-inch
wastewater treatment plant trunk main, -
replacement of the wastewater treatment plant drain pure
administration of the CDBG contract.

As I mentioned in my project monitoring report of April 20, 2005, City Clerk Mary
Embleton, Grant Administrator Crystal Bennett and Public Utilities Director Larry
McCann have done a very good job of administering the Community Development Block
Grant contract and competing this project and are to be commended.
I want to again express my appreciation for the courtesy and cooperation that was
extended to me by all persons I have met and worked with during the course of this
project.
Retention of Records: All CDBG-related records for this project must be retained for
three years from the date of the Final Closeout Certification - i.e., until July 10, 2009.
The City of Laurel, as the CDBG grant recipient, is considered to be the ultimate
repository of files and records for this project, and all essential project management files
and related records should be in the possession of the City of Laurel.
