Park Board minutes
Thursday, January 7, 2016
In attendance were Bruce McGee, Iry Wilke,Scot Stokes,Chuck Dickerson,Amy Pollock,and Gretchen
Paulson. Absent was LuAnne Engh. Called to order at 5:35 pm.
Others in attendance: Kurt Markegard with City Public Works.
Additional items for Tuesday City Council workshop from the Park Board:
• Iry motioned to raise park shelter fees from their existing rates. Prices suggested during our
meeting were:Shelter fee from$25 to$40/day;Special events lday from$30 to$50 and 2
day use from$50 to$75. Rates to be set by Council. Amy seconded motion,all in favor.

2. ADA ramping for vault toilets-Jonathan Weaver from Great West Engineering joined us by
phone
There was some misunderstanding of Riverside Park in the flood plain and we were given incorrect
information on how to go about making improvements in that space. The floor of the vault toilet must
be 2 feet above the flood plain elevation and 3-5 feet above the existing ground. This height will make it
a long ramp,but it can be made of fill material. We were originally told it must be made of material for
water to flow through it.
Playground equipment can be installed and must be adequately secured on an elevated pad above the
flood plain.
John contacted the DNRC and Fish,Wildlife& Parks and reviewed the city ordinances. The city would
need permits issued to do any work in the park. Permits for the work we are looking at can be
extended.
Timing of permit process: public notice period of 15 days;application process(to create it)could take
weeks;once submitted could take 60 days to get it back. If Noel Eaton, city's new flood plain
administrator, is not comfortable passing on the permit,she can send it to the DNRC for a concurrent
review.
Questions from December meeting for the permitting process:
o Do costs of items being built need to be in the permitting process? No.
o Do we need to complete all items listed in the permit? May need to reapply.
o Do we need permitting to remove steel from Riverside park? Yes
o Do we need permitting for removing the Caretaker house? Yes
o If not all items are completed in the permit,can they be added to a future permit? Yes.
3. Report—Pool Committee
Two options were brought up in December- black piping that would go on the#1 roof or#2
fence to have water flow through and warm from the sun before depositing into the pool. Amy was
contacted by an Eagle Scout who is looking for a project and is willing to help paint/install fence tubing if
possible.
The pool needs to be painted this year.
The budget issue is still unknown,the city is unsure how many people will protest the tax
increases.
4. Lease negotiation update—
Chamber building lease paper have been signed and are in effect.
Jaycee's lease is drawn up but not yet signed by the Jaycee's.
5. Riverside Park Plan—Review the Park Master Plan list
Iry has a Hazard report from Tetra Tech that was recently completed. He is delivering it to Heidi Jensen
as a condition to possibly transfer ownership of the LRGC log building from the city to the LRGC. Given
information from Johnathan Weaver,mentioned above, LRGC would like to have fill material brought in
and around the log building to help protect it from future flooding. LRGC will have professionals clean
up the building.
Priority list of improvements requested by the Park Board for permitting:
1. Install vault toilets&ADA ramping
2. Open campground—(Jaycees to manage)Add bbq pits, upgrade tables,add fire pits and
shelter(similar to Thomson park shelter).
3. Add playground equipment—flow through materials,tables and/or benches
4. American Legion building improvements—septic tank and drain field work and fix
bathrooms.
6. Other items
• LuAnne is unavailable until April. She is still on the board,just absent.
February 4 at 5:30pm Agenda items:

support it?
• Lease negotiation update:Jaycees at Riverside Park—did they sign the agreement?
