LAUREL-CITY-COUNTY PLANNING BOARD

Minutes of the May 4, 2006 meeting were approved.
Bud Johnson asked if the Council had responded to the Planning Board's concerns about
Cai presenting the Annexation request for Riverside Park, WTP and WWTP for the City.
Cai stated that there was no response back from the Council.
Public Hearine- Conditional Use - Wal-Mart and Out parcels Si~nnge
Cai explained that according to the Entryway Zoning District Wal-Mart can have 3
billboard signs on their propexty;, one sign for Wal-Mart and one each for the other two
out parcels. Wal-Mart would prefer to have one billboard advertising both them and the
two out parcels. Because this issue isn't addressed in the entryway zoning Cai suggested
they go through the Planning Board as a Conditional Use for a recommendation.
PROPONENTS:
Blair Warehime of Galloway, Romero and Associates spoke representing Wal-Mart.
Blair stated that Wal-Mart is requesting they be allowed to put all signage for both Wal-
Mart and two Out Parcels on the same billboard sign. This would reduce the amount of
signage and would benefit both Wal-Mart and the Out Parcels.
OPPONENTS: None.

Because there were no opponents present Chairman Shay closed the public hearing. (7:04
pm)
Bud Johnson stated that when the entryway zoning was proposed a lot of people fought it,
but we are seeing the positive aspects of that kind of planning here tonight. Not only does
it makes sense for what the City has tried to accomplish but it also makes sense for Wal-
Mart. It seems to be a win-win situation.
There was a discussion regarding whether this sign met Montana statutes as to height and
setback requirements from the interstate; both Cai and Blair said it did.
A question was raised as to whether or not the sign will fit into the rustic log-look
condition the board and council recommended.
Cai stated that Blair is the Civil E~neer on the project. Cai spoke with the Architect
involved in the project and they are conforming to the rustic log condition and also have
plans to add rock work to the bottom of the building to give it an even more rustic look.
Cal recommended approval of the conditional use. This fits in with the Entryway zoning
and it reduces the number of signs that could be in the area.
Motion by David Oberly, second by Bud Johnson to recommend approval to the City
Council for the conditional use for Wal-Mart signage. Motion carded 8-0.
Subdivision Regulation Revisions
Cal handed out the proposed Design Standards Section of the revisions he is proposing
and went over them with the Board.
He would like the Board to review them in depth and bring any questions and concerns to
the next meeting. He has forwarded a copy of these revisions to the Public Works and
Public Utilities departments.
Proposed Zone Changes: reduce commercial parking requirements; allow front
porches in to protrude into front yard setbacks in residential zones; and, allow
construction of non-conforming housing units destroyed by fire; and expand
driveway access from 20 feet to 24 feet maximum_
Cal talked about the above proposed zone changes. These are issues that have come up
over the past few years that need to be addressed and possibly changed.
The Board will hold a public hearing on the proposed zone changes at its regular meeting
on July 6, 2006,
Appointment of Member-at-Large
Motion by David Oberly, second by Clarence Foos, to appoint Gerald Shay Member-at-
Large with his term going through June 30, 2008. Motion carried 843.
The Mayor has requested that one Board member sit in on the interviews for the new
Planner.
Todd Linder was nominated. The vote was 8-0 in favor of Todd.
The meeting was adjourned at 7:53 pm.

Twelve copies of this form and a three-hundred-dollars ($300) review shall be submitted to the Planning
Board Secretary on the first day of the month preceding the month in wkich the application shall be
heard by the Zoning Commission. The Planning Board Secretary shall note the time of receipt, keep one
copy, send one copy to the Plarming Director, and forward the remainder to the members of the Zoning

After the public hearing for the conditional use, the Zoning Commission shall delay its recommendation
to the City Council no longer than 30 working days. The City Council shall publish notice of and
conduct a second public hearing before the Council, consider the recommendation of the Zoning
Commission, and make its decision.
