Dear Council-
We greatly regret that our proposal for your Performance Contracting Services RFQ was unable
to be submitted on time. With a guarantee from UPS, we believed that we would make the
deadline. Unforeseen jet problems caused a one-hour delay in our submittal. We have learned
that the City feels that allowing our proposal to be considered would set a bad precedent, i.e.
when do you stop considering late proposals? Although we are saddened by this response, we
completely understand the opinion behind it It is not our intention to persuade you to reconsider
this point.
We do feel as though one last attempt should be made to salvage our hope of being considered
for the City of Laurel's project Would the City possibly consider advertising for two more weeks?
This satisfies the State of Montana's requirements and assures that you will get more than one
response. The previous timeline only allowed two weeks for responding companies to prepare a
proposal, which proved to be insufficient time for many. Because the one responding company
will still have the same opportunity to turn in its qualifications, we do not believe this to be an
unfair solution. On such an important project that potentially involves hundreds of thousands of
dollars, we encourage the City of Laurel (or any public entity) to review more than one proposal to
compare and contrast important aspects. In the spirit of fair competition, please consider re-
advertising the RFQ.
With that said, we understand if the City declines to wait the two extra weeks it would take to
advertise again. With whichever vendor the City selects, we wish you continued success. Thank
you for your time.
