LAUREL CITY-COUNTY PLANNING BOARD
DECEMBER 3, 2015 10:00 AM

CALL TO ORDER: Chairman Siegrist brought the meeting to order at 10:00 am.
ROLL CALL: Members present were Koch, Goldsby, Richardson, Nelson and Siegrist.
APPROVAL OF MINUTES: A motion was made by Dan Koch,and seconded by and seconded by Greg
Nelson to approve the minutes of the November 5, 2015 meeting. The motion carried by a vote of
5-0.
NEW BUSINESS: None.
OLD BUSINESS:
Noel stated that the Magelssen zone change was approved and she has received the application for
minor preliminary plat which she is in the process of reviewing it prior to bringing it before the Planning
Board.
The Olson variance was approved a few months ago but they have not sold their house as of yet and
won't move forward until they do.
Noel is still waiting to receive information on the upcoming Airport Authority request regarding possibly
requiring permits to build within their area of influence. After review by her and the City Attorney it can
go through the Planning Board for their input.
The house at 804 8th Avenue has been demolished except for the garage on the south end of the
property.They have not submitted plans for future multi-family units that are planned for the lot.
Planning Board member Hazel Klein came to the meeting(10:08 am).

MISCELLANEOUS: Presentation from Noel Eaton. n
Noel spoke regarding how she decided on getting her degree in Environmental Planning.
Noel took an environmental science class when she was going to school at Senior High in Billings which
peaked her interest in the environment. She researched heavily environmentally influenced colleges
and decided to go to Humboldt State University which is located in Arcata,California. Arcata is a town
of about 7,000 people.While at Arcata she took environmental classes along with some planning classes
and ended up with a major in environmental planning. She returned to Billings and worked at Energy
Laboratories until she applied for and was offered the job to be the Laurel City Planner. She is excited to
be working with the board members.
Laurel resident John Klasna spoke and stated he was attending the meeting as he is retired and
considering the possibility of applying to be a member of the Planning Board. He would like to get
involved in his community.
NEXT MEETING:
There will be a regular meeting on January 7, 2016 at 10:00 am. A subdivision was submitted by the Zito
Brothers but it is still being processed for completeness so it may or may not be on the agenda.

A motion to adjourn the meeting was made by Judy Goldsby and seconded by Greg Nelson. The motion
carried by a vote of 5—0.
The meeting was adjourned at 10:20 am.
