Attached please find an agenda for the March 24 discussion concerning EPA/DEQ
water quality positions and their approach to establish Total Maximum Daily Loads (TMDL)
for state watersheds. As you know, the conclusion of the Helena study is that the
responsibility to clean up area watersheds rests with the City of Helena. Their study
proposes status quo for continued expansion of rural developments with very minimal water
quality requirements for discharge including one acre densities with well and septic. We
have learned in the Helena Valley that this is not a sustainable development pattern.
This potentially puts municipalities in the position of having to spend millions dollars
to clean Montana waterways and essentially subsidize the clean-water standards of rural
developments.
This is one of the more important issues facing Montana cities today; therefore, the
meeting on March 24th has been set so that we can talk between and amongst ourselves and
then hear from DEQ Director Richard Opper following our discussion. I believe there will
be opportunity for questions and answers.
We have heard from only a few of you as to who and how many from your city will be
attending the meeting. We need to have this information as soon as possible so that we
can be sure that we have enough room for all who plan to attend. Please contact Clinda
