December 15, 2015
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on December 15, 2015.
COUNCIL MEMBERS PRESENT: Emelie Eaton Richard Herr
Bruce McGee Scot Stokes
Chuck Dickerson Bill Mountsier
COUNCIL MEMBERS ABSENT: Tom Nelson Doug Poehls
OTHER STAFF PRESENT: None
Mayor Mace led the Pledge of Allegiance to the American flag.
Mayor Mace asked the council to observe a moment of silence.
MINUTES:
Motion by Council Member Dickerson to approve the minutes of the regular meeting of
December 1, 2015, as presented, seconded by Council Member Mountsier. There was no public
comment or council discussion. A vote was taken on the motion. All six council members present
voted aye. Motion carried 6-0.
CORRESPONDENCE.
Laurel Chamber of Commerce: Minutes of November 12, 2015; Agenda for December 10, 2015.
COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS.
PUBLIC HEARING.
CONSENT ITEMS:
• Clerk/Treasurer Financial Statements for the month of November 2015.
• Approval of Payroll Register for PPE 12/06/2015 totaling$212,841.36.
• Approval of Special Payroll Register for 12/07/2015 totaling$18,118.10.
• Receiving the Committee/Board/Commission Reports into the Record.
--Budget/Finance Committee minutes of December 1, 2015 were presented.
--Public Works Committee minutes of December 7, 2015 were presented.
--Council Workshop minutes of December 8, 2015 were presented.
--Emergency Services Committee minutes of November 23, 2015 were presented.
--Laurel Airport Authority minutes of October 27, 2015 were presented.
The mayor asked if there was any separation of consent items. There was none.
Motion by Council Member Eaton to approve the consent items as presented, seconded by
Council Member McGee. There was no public comment or council discussion. A vote was taken on
the motion. All six council members present voted aye. Motion carried 6-0.
CEREMONIAL CALENDAR: None.

SCHEDULED MATTERS:
• Confirmation of Appointments.
Laurel Urban Renewal Agency
o Reappoint Greg Nelson to a four-year term ending December 31, 2019
Mayor Mace reappointed Greg Nelson to the Laurel Urban Renewal Agency for a four-year term
ending December 31, 2019.
Motion by Council Member Mountsier to approve the Mayor's reappointment of Greg
Nelson to the Laurel Urban Renewal Agency, seconded by Council Member McGee. There was no
public comment or council discussion. A vote was taken on the motion. All six council members
present voted aye. Motion carried 6-0.
o Reappoint Linda Frickel as an Advisory Member for a four-year term ending
December 31, 2019
Mayor Mace reappointed Linda Frickel to the Laurel Urban Renewal Agency as an Advisory
Member for a four-year term ending December 31, 2019.
Motion by Council Member Herr to approve the Mayor's reappointment of Linda Frickel to
the Laurel Urban Renewal Agency as an Advisory Member, seconded by Council Member
Mountsier. There was no public comment or council discussion. A vote was taken on the motion.
All six council members present voted aye. Motion carried 6-0.
Police Commission
o Reappoint Mike Michunovich to a three-year term ending December 31, 2018
Mayor Mace reappointed Mike Michunovich to the Police Commission for a three-year term ending
December 31, 2018.
Motion by Council Member Herr to approve the Mayor's reappointment of Mike
Michunovich to the Police Commission, seconded by Mountsier. There was no public comment or
council discussion. A vote was taken on the motion. All six council members present voted aye.
Motion carried 6-0.
• Resolution No. R15-113: A resolution of the City Council authorizing the release of
funds from the Tax Increment Financing District Fund for facade improvements for
Fowl Play Sports Bar and Casino.
Motion by Council Member McGee to approve Resolution No. R15-113, seconded by
Council Member Dickerson. There was no public comment or council discussion. A vote was taken
on the motion. All six council members present voted aye. Motion carried 6-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None.
COUNCIL DISCUSSION:
Council Member Herr asked regarding the weir.
Mayor Mace stated that the weir is finished and the public works director told him that it seemed to
raise the water about a foot. The contractor needs to remove their equipment, which is parked on the
sand bar part of the river. There is quite a bit of slush ice in the river now, due to the warming and
cooling temperatures and the snow, but slush ice does not cause problems like frazzle ice causes.

ADJOURNMENT:
Motion by Council Member Stokes to adjourn the council meeting, seconded by Council
Member Mountsier. There was no public comment or council discussion. A vote was taken on the
motion. All six council members present voted aye. Motion carried 6-0.
There being no further business to come before the council at this time, the meeting was adjourned at
6:40 p.m.
